Vacancy: HQ-IG-97-10-SES Opens: 05/29/97 Closes: 06/30/97 Assistant Inspector General for Inspections, Administrative Investigations, and Assessments, ES-301 (Career Reserved) Office of Inspector General NASA Headquarters Washington, DC $103,897 - $119,856 (includes 7.11% locality pay) All Qualified Federal Employees The Assistant Inspector General for Inspections, Administrative Investigations, and Assessments is responsible for the functional development, implementation, and supervision of NASA s inspections, administrative investigations, and assessments activities. The incumbent will be responsible for directing inspections and assessments activities designed to promote economy, efficiency, and effectiveness of agency operations and programs; establishing policy for administrative investigations into allegations of waste and mismanagement, whistleblower reprisal, and misconduct against senior NASA officials. Incumbent oversees the execution of such activities ensuring that concepts and approaches are followed and are accomplished within established policy and timeframes; provides overall direction and coordination in the formulation, development, supervision, and implementation of appropriate policies, programs, plans, procedures, and standards; and ensures the most effective and efficient use of methods and resources to accomplish assignments. Serves as the NASA OIG representative in interagency matters, as appropriate, maintaining close and cooperative relationships with key officials of other government departments and agencies; reviews and evaluates statutes, rules, regulations, and professional periodicals and provides recommendations on all issues and legislation affecting inspections, administrative investigations, and assessment operations. Technical Qualifications: 1. Experience in manging inspections and assessment programs designed to promote economy, efficiency, and effectiveness of agency operations and programs. 2. Experience in managing administrative investigations programs covering allegations of waste and mismanagement, whistleblower reprisal, and/or misconduct against senior officials. 3. Extensive knowledge of concepts, principles, techniques, and practices related to an inspections and assessment function. 4. Extensive knowledge of administrative investigative policies, procedures, and techniques. 5. Knowledge of major management and administrative functional areas: information systems, procurement, personnel, support services, and/or financial management. 6. Ability to manage a diverse staff. 7. Ability to communicate effectively, orally and in writing, with subordinates and other management officials at all levels within government agencies and the Congress. Resources Planning and Management - This core qualification involves the ability to acquire and administer financial, material, and information resources. It also involves the ability to accomplish the organization s mission, support program policy objectives, and promote strategic vision. Organization Representation and Liaison - This core qualification involves the ability to explain, advocate, and negotiate with individuals and groups internally and externally.
