The US Custom House in Portland, OR, built in 1901 and listed on the National Register of Historic Places, has reduced its energy consumption by more than 25 percent since 1985 due to efficiency upgrades that have been made to the building. These upgrades include the installation of an Energy Management System, electronic ballasts, and an efficient HVAC system.

The General Services Administration decided to benchmark the building and apply for the ENERGY STAR Label for Buildings to comply with Executive Order 13123 - Greening the Government Through Efficient Energy Management, and to show support for the ENERGY STAR programs.
