I have already received a few unwanted calls claiming "business relationships" of the most tenuous type, since the start of the enforcement of the Do Not Call list. I would expect that telemarketers would see this "safe harbor" to use automated systems as a means to expand their unwanted presence on my phones, and therefore would push the line further than they already have. Such activity would be completely unacceptable. In addition, I find the "prerecorded message" types of telemarketing calls to be the most egregiously unwelcome anyway. If a human calls me in an unwelcome fashion, they are quite easy to make understand that I do not want their intrusion, and I have some confidence that they may report my dissatisfaction back, and at least my dissatisfaction will have some impact on their own choice of career. Machines are relentless, inconsiderate, uninterested and usually incapable of registering dissatisfaction. Granting them any sort of exception is also unacceptable.
