Subject: Exception fo certain broker-ealers- NIX

I'd like to voice my complete opposition to the newly proposed rule to exempt 
certain broker-dealers ffrom certain provisions of the 1940 act. I'm only of 
many 'small' and honest guys burdoned by excessive regulation and, as a minimum,
ask that you not allow advantage to others whose advantage would arise from 
having employment with a 'big' firm with lots of money to influence regulators. 
     
Get it straight, " You can't legislate morality ". The regs you have issued 
already only burdon honest folks and the sleazy folks just become more creative.
Besides, the 'big houses' just sell sell sell...I get there clients and know!
