FOR IMMEDIATE RELEASE: April 12, 1987 DR. RONALD S. BOND RECEIVES THE PRESIDENTIAL RANK AWARD FOR BEING A MERITORIOUS EXECUTIVE Dr. Ronald S. Bond today was awarded the Presidential Rank Award as a Meritorious Executive by President Ronald Reagan. Federal Trade Commission Chairman Daniel Oliver, who nominated Dr. Bond, presented the award. The Presidential Rank Award is given to men or women of the Senior Executive Service who are recognized by their departments and agencies, and by the entire federal government, for outstanding contributions to the management of the government's programs. In presenting the award, Chairman Oliver said, "Dr. Bond is recognized throughout the FTC for his achievements as an executive and an economist. He is recognized both inside and outside the agency for his expertise in the economics of regulation, particularly in the area of professional services." Dr. Bond was appointed to the Senior Executive Service in 1979 by former Chairman Michael Pertschuk; he received an SES Performance Award in 1981 from former Acting Chairman David Clanton; and he received another SES Performance Award in 1985 from former Chairman James Miller. Dr. Bond has served as a Deputy Director in the Bureau of Economics, one of the FTC's three major bureaus, since 1979. In that position, Dr. Bond has been the senior manager responsible for the management and operation of the bureau, has directed its economic research activities, and has provided economic support to the agency's consumer protection law enforcement activities. Dr. Bond also played a central role in achieving cost savings in the bureau during the 1980s. In addition, Dr. Bond is the author of scholarly research. He co-authored a major study, which received considerable attention and praise in economic, legal, and political areas. The study analyzed the effects of state restrictions on advertising and commercial practices by professionals, and concluded that such restrictions raise the prices consumers pay for professional services by about 33 percent. The study has become the principal survey evidence for an ongoing major Commission rulemaking that could overturn state laws restricting commercial practices in the optometry profession.
