INTRODUCTION The Preparation and Filming Contractor(s) shall produce targets as required in this appendix. In general, the Preparation Contractor produces unique targets whose content changes according to the title being filmed, and the Filming Contractor produces standard targets whose content does not change according to the title being filmed. The Preparation Contractor is responsible for indicating the locations of certain targets, as noted in sections II. and III. below. The Filming Contractor is responsible for filming targets in the sequence given below or in the location noted by the Preparation Contractor. The illustrations and examples included in this appendix indicate the general nature and complexity of the targets. Illustrations and examples are not correctly proportioned and not to scale. Actual wording may vary. The wording, layout, and print used on actual targets shall be pre-approved by NLM. A. STANDARD TARGETS Standard targets contain information which does not change according to the title being filmed. The Filming Contractor shall produce all standard targets. 1. Required standard targets (such as the Resolution Target) must be filmed on every reel. The Filming Contractor shall film all required standard targets in the proper sequence. 2. Required-if-necessary standard targets (such as the "Pages Missing, NLM Unable to Obtain" target) are filmed only under certain circumstances. The Preparation Contractor shall indicate with flags (paper flyers/streamers inserted in the volume) or with instructions in the target folder which targets are needed and their exact location. The Filming Contractor will supply the appropriate target(s) and film it(them) where indicated by the Preparation Contractor. (Exception: The location of in-frame targets for color illustrations is identified by the Filming Contractor.) B. UNIQUE TARGETS Unique targets contain information which changes according to the title being filmed. The Preparation Contractor will supply a folder containing all unique targets to be filmed on each reel in the order in which they will be needed. 1. Required unique targets (such as the bibliographic target) must be filmed on every reel. The Filming Contractor shall film all required unique targets in the proper positions, as indicated in sections II. and III. below. 2. "Required-if-necessary" unique targets (such as the List of Irregularities target) are filmed only under certain circumstances. The Filming Contractor shall film all "required-if-necessary" unique targets in the proper position, as indicated in sections II. and III. below or as instructed by the Preparation Contractor. C. EYE-LEGIBLE TARGETS Eye-legible targets are designed so that, when filmed, the resulting microimage can be read with the naked eye, without the aid of a film reader or other optical device. For eye-legible targets, the Contractor shall use a non-serifed font, such as helvetica, in 60-point type or larger. Eye-legible targets shall be produced using word processing or desk top publishing software capable of producing 60 point type and a laser-quality printer. If bibliographic information is too long to fit on an eye-legible target, the Preparation Contractor shall abbreviate the information according to a list of standard abbreviations to be supplied by NLM. The Preparation Contractor shall ensure that the information on all targets is sufficiently unique (non-generic) to differentiate the publication being filmed from other similar titles. D. NON-EYE-LEGIBLE TARGETS Non-eye-legible targets may be produced from typescript or computer-generated forms, providing the print is of laser-quality or has been approved by NLM. E. TARGET FOLDERS The Preparation Contractor shall place all targets for a single reel in a separate folder and label the folder with data listed below. The Filming Contractor shall use this data in preparing box labels (see SOW Part 2, II.C. Microfilm boxes, wrappers, and labels). Serial titles shall be taken from the bibliographic record. If a title is too long to fit on a 1 1/4" by 3" label, the Preparation Contractor shall abbreviate the title according to a list of standard abbreviations to be supplied by NLM. 1. Serials a. This target states the filming agent and date of filming and indicates that the film was produced for the National Library of Medicine. This target gives NLM's film storage number. Film numbers for monographs are accession-type numbers. Film numbers for serials are accession- type numbers preceded by an 'S.' NLM FILM NUMBER S06234 NLM FILM NUMBER 5647 4. Copyright A required-if-necessary eye-legible target produced by the Filming Contractor. The Preparation Contractor shall determine which reels need a copyright target. The target contains the text of the copyright warning placed on reproductions produced at NLM: "This material may be protected by copyright law (Title 17 U.S. Code)." This target shall appear on reels which contain any materials published within 75 years of the date of filming. THIS MATERIAL MAY BE PROTECTED BY COPYRIGHT LAW (TITLE 17 U.S. CODE) 5. Reel contents In addition to reel contents information (see 5.1 and 5.2 below), the Preparation Contractor shall include on each Reel Contents target the film number, which may be typed or handwritten neatly in black ink. The Preparation Contractor shall produce 3 copies of each Reel Contents target. Two copies shall be sent to the Filming Contractor, one to be filmed with the volume and the other used for inspection. The Contractor shall note the following information on the third copy of the Reel Contents target. For each reel containing an ILL title, the Contractor shall note which item(s) are ILLs and whether the request was made by HMD or CAS. For each reel containing a borrowed volume, the Contractor shall note the borrowed item and the name of the lending library. When the Contractor has updated NLM's records to reflect a shipment of materials to the Filming Contractor and QCed the record updates, the Preparation Contractor shall give copies of the corresponding Reel Contents targets along with the QC printout to the Alternate Project Officer. 5.1. Reel Contents (Monographs) A target produced by the Preparation Contractor which is required for all reels containing monographs. The target serves as a table of contents for the reel, listing titles in the order in which they appear on the film and giving item number, author(s), title, edition (if applicable), volumes/parts (if applicable), place of publication, and date of publication. If the bibliographic information is too long to fit on the target, the Preparation Contractor shall abbreviate it according to standard abbreviations provided by NLM. The Preparation Contractor shall ensure that the information on the target is sufficiently unique (non-generic) to differentiate the publication being filmed from other similar titles. Eye-legible bibliographic A required eye-legible target produced by the Preparation Contractor. The first eye-legible bibliographic target on a reel shall be filmed in the position indicated in the "Sequence of Targets" chart. Subsequent eye-legible bibliographic targets shall be filmed where indicated by the Preparation Contractor. This target marks the beginning of each monographic title and the beginning of individual volumes/parts in multi-volume monographs and serials. Contents of the target vary depending on the type of publication. If the bibliographic information is too long to fit on the target, the Preparation Contractor shall truncate it and/or abbreviate it according to standard abbreviations provided by NLM. The Preparation Contractor shall ensure that the information on the target is sufficiently unique (non-generic) to differentiate the publication being filmed from other similar titles. Single-volume monographs: Author, title, place and date of publication, and item number. ITEM 3 GESELL, A. Irregularities A target prepared by the Preparation Contractor when necessary to describe irregularities, anomalies, problems, and unusual features, such as illegible and damaged text; bleedthrough and poor contrast; poor and variable print quality; volumes, parts, issues, and pages missing; irregular volume, part, issue, or page numbering; misnumbered pages; layered illustrations which cannot be fully captured on film due to their fragile condition; and other physical and bibliographic problems. In general, a separate Irregularities Target must be prepared for each volume/part/issue which has its own page numbering sequence (i.e. the first page in the volume/part/issue is numbered as 1). In addition to the descriptions of irregularities and problems, the Preparation Contractor shall include on each Irregularities target the call number, NLM record ID number, title (abbreviated if long), volume/part (if title is a multi-part monograph or serial), film number, and item number (monographs only). The film and item numbers may be typed or handwritten neatly in black ink. The Preparation Contractor shall produce 2 copies of each Irregularities target for the Filming Contractor, one to be filmed with the volume and the other used for inspection. Two blank frames The Filming Contractor shall film two blank frames (exposures) as indicated in sections II. and III. above. These blank frames aid in correcting targeting errors. They make it possible to retake and splice in targets 1 - 9, without refilming pages of the text which follows. (See SOW Part 2, II.A.2.d. Splicing). 12. Film stock / reduction ratio This required target produced by the Filming Contractor contains an exposure of the raw film stock container label, as a means of capturing the make, type, emulsion batch/lot number, and expiration date of the film. Color and grey scale targets On each color film, the Filming Contractor shall film a 9-color Kodak Color Control Patch (Q-13), a Kodak 20-step Greyscale, and a standard 18% reflectance medium grey card (such as Kodak 18% Grey Card, R-27 or its equivalent). On each continuous tone film, the Filming Contractor shall film a Kodak 20-step Greyscale and a standard 18% reflectance medium grey card (such as Kodak 18% Grey Card, R-27 or its equivalent). 14. Resolution The Filming Contractor shall film an A&P International "M-MGP Metric General Purpose" 12" x 17" technical (resolution) target on every camera master reel. The orientation of the target shall correspond with the orientation of the material being filmed. 15. In-text targets These are required-if-necessary, in-text targets used to alert patrons that material is missing or that paging or numbering are irregular. The Preparation Contractor shall consult with NLM as to the print size to be used for these targets. 15.1 Missing/NLM unable to obtain This target is used for missing materials which NLM has not been able to borrow from another library. The Preparation Contractor shall flag the text to indicate which target is needed and its location. The Preparation Contractor shall describe the specific material missing on the Irregularities Target. VOLUME(S) MISSING -- NLM UNABLE TO OBTAIN REPLACEMENTS ISSUE(S) MISSING -- NLM UNABLE TO OBTAIN REPLACEMENTS TEXT PAGES MISSING -- NLM UNABLE TO OBTAIN REPLACEMENTS When advertisements are known to be missing, the Preparation Contractor shall flag the text to indicate the location where the following target should be filmed. The Library does not attempt to replace missing advertisements. Missing ads are not noted on the Irregularities Target. MISSING PAGES ARE ADVERTISEMENTS The Filming Contractor shall produce and film the following (or similar) kinds of targets as instructed by the Preparation Contractor. TEXT PAGES MISSING NLM UNABLE TO OBTAIN REPLACEMENTS 15.2 NLM unable to verify if missing This target is used when anomalies in numbering or publication patterns indicate that material might be missing, but NLM is unable to verify if the material was actually published. The Preparation Contractor shall flag the text to indicate which target is needed and its location. The Preparation Contractor shall describe the specific problem on the Irregularities Target. The Filming Contractor shall produce and film the following (or similar) kinds of targets as instructed by the Preparation Contractor. NLM UNABLE TO VERIFY IF VOLUME(S) ARE MISSING NLM UNABLE TO VERIFY IF ISSUES(S) ARE MISSING NLM UNABLE TO VERIFY IF TEXT PAGES ARE MISSING NLM UNABLE TO VERIFY IF VOLUME IS MISSING 15.3 Irregular paging/numbering This target is used when the numbering of volumes, issues, parts, or pages is inconsistent or irregular in some way, but the text is complete. The Preparation Contractor shall flag the text to indicate which target is needed and its location. The Preparation Contractor shall describe the specific problem on the Irregularities Target. The Filming Contractor shall produce and film the following (or similar) kinds of targets as instructed by the Preparation Contractor. IRREGULAR PAGINATION IRREGULAR VOLUME/ISSUE NUMBERING 15.4 Foldout The Filming Contractor shall produce and film this required-if-necessary target when a foldout must be filmed in segments. The target shall be filmed immediately before the foldout and shall illustrate the order in which the segments appear on the film. (See SOW Part 2, II.B.10 Foldouts.) 13.5 Color illustration A small, in-frame target produced by the Filming Contractor used on high contrast and continuous tone reels to inform patrons that an illustration which appears black-and-white on microfilm was printed in color in the original volume. The Filming Contractor shall identify illustrations which are in color or which contain color (such as colored text, colored graphics, etc. within an illustration). Illustrations in or containing any color other than black or shades of grey are considered to be in color. On each page containing a color illustration, the Filming Contractor shall film a horizontal target strip reading "Color Illustration". This in-frame target shall be placed in the upper, outer corner of the page and be positioned so that no printing or portion of an illustration is obscured. 15.6 Layered illustration, too fragile to film A small, in-frame target produced by the Filming Contractor used to inform patrons that the original illustration was articulated (made up of many layers). The Preparation Contractor shall identify articulated illustrations and flag their locations. On each page containing an articulated illustration, the Filming Contractor shall film a horizontal target strip reading "Layered illustration, too fragile to film" in the upper, outer corner of the page. The target shall be placed so that no printing or portion of an illustration is obscured. 16. End of title (monographs only) A required, eye-legible target used to mark the end of a monograph title. This target is produced by the Filming Contractor and filmed where instructed by the Preparation Contractor. END OF TITLE 17.
