Walt ------------------------------------------------------------------------------ ------------------------------ Abstract Semantic Service Oriented Architecture: Aligning IT with Business Operations and Closing the ?IT Gap? Lieutenant Commander Sam Chance, USN, Retired Presently, business processes are largely completed using Information Technology (IT). Unfortunately, a ?gap? exists between IT and business analysts that results in fragmented, human-centric execution of end-to-end processes. The ? IT gap? requires otherwise non-technical users to perform IT-intensive tasks to complete workflows. Further, awareness of available resources is often limited. The end result of this IT-driven, human centric model is fragmented, sub-optimal operations. Our approach to closing the "IT gap" is labeled Semantic Service Oriented Architecture (SSOA). SSOA enables dynamic discovery of new business services and data as they become available and provides resources that enable semantic, machine interpretable, descriptions of those services and data. Embedded workflow and agent technologies leverage ?semantically enabled? metadata allowing end users to rapidly construct new "virtual" applications according to business needs using shared, reusable business services. SSOA foundations and motivations are presented, along with detailed technical descriptions, metadata functions and architectural considerations are presented. ------------------------------------------------------------------------------ ------------------------------ Bio Lieutenant Commander (LCDR) Sam Chance (USN Retired) recently served as the Technical Director for a DoD multimillion dollar, large-scale Knowledge Systems program. He is presently responsible for vision, architecture design and oversight of multiple rapid prototyping programs. He serves as a technical consultant on various knowledge management programs, and has developed a reputation as a leader in enterprise semantics based computing architecture design. Since 2004, LCDR Chance has been involved in the eXtended Metadata Registries (XMDR), a multi-agency project to incorporate more semantics into the current ISO 11179 metadata registry standard. LCDR Chance earned his M.S. in Information Systems Technology from the Naval Postgraduate School in 2003. His master?s coursework centered on design and development of Semantic Web technologies including Knowledge Representation (KR), autonomous software agents, and distributed computing in support of military applications. He enlisted in the Navy in 1983 in the Advanced Electronics Field. During his 12 years enlisted service he installed, maintained, and operated cryptographic telephony and data communications systems. In 1995 he earned his BS in EET from Florida A&M University where he also completed extensive Mathematics and Electrical Engineering coursework. Commissioned in 1995, LCDR Chance led operational, logistical, and training support of a globally distributed communications system. In 1999 he transferred to Headquarters, Naval Security Group as a staff technical action officer. He was responsible for network security architecture and network defense policy development.
