Generally, almost all of the state legislatures meeting annually.or biennially do so some time in January. In some of the annual session states , the regular session mee,ts in January of the odd-numbered year, arid the off-year or budget session convenes' in February or March of the even-numbered year.
While the Legislative Council made no recommendation on changing the month and day for convening as set forth in the constitution, it did suggest that the legislature might wish to consider the possibility of a change.  It was the thought of the Council that the legislature might convene earlier in January in order to facilitate the school transfer of children who accompany the members to the capital. /J
Numbering of Sessions
While the legislature will convene annually, the life of a "legislature" will be for two years and will, therefore, consist; of two annual sessions of indefinite/ length and such special se.^ , ssions as might be called.-     '    ...        -   •
In other words, the first session of the First. Legislature would be in 1959 and the second session in i960. The Second State Legislature would convene in January of 1961 and also have a "first" and "second" session during its two-year life. THE LEGISLATIVE COUNCIL RECOMMENDS THAT BEGINNING WITH THE CONVENING OF THE FIRST STATE LEGISLATURE IN JANUARY OP 1959, THE PROPER STYLING BE: .."FIRST STATE LEGISLATURE, FIRST SESSION" AND, THAT STARTING IN JANUARt OF"I960 IT BE; "FIRST STATE LEGISLATURE, SECOND SESSION".
In order that standard forms used at legislative sessions could be ordered on time for- the first session, the Legislative Council on its own initiative adopted the numbering arrangement just discussed.
