Generally, almost all of the state legislatures meeting annually.or biennially do so some time in January. In some of the annual session states , the regular session mee,ts in January of the odd-numbered year, arid the off-year or budget session convenes' in February or March of the even-numbered year. While the Legislative Council made no recommendation on changing the month and day for convening as set forth in the constitution, it did suggest that the legislature might wish to consider the possibility of a change. It was the thought of the Council that the legislature might convene earlier in January in order to facilitate the school transfer of children who accompany the members to the capital. /J Numbering of Sessions While the legislature will convene annually, the life of a "legislature" will be for two years and will, therefore, consist; of two annual sessions of indefinite/ length and such special se.^ , ssions as might be called.- ' ... - • In other words, the first session of the First.
