This acquisition is for the USAF Academy (USAFA) Fast Tracking Telescope Observatory. The telescope shall be located on the grounds of the cadet area at USAFA, Colorado Springs, CO. The Government has secured an advanced technology 4m diameter mirror from the discontinued Space Based Laser project. The mirror is 17mm thick, 4m in diameter (f/1.25) with rear actuator supports for active shaping. The Government intends to use the central 1.6m diameter hexagonal segment as the basis for a fast-slewing, ground-based telescope. This will require the construction of a new active mirror cell, truss, secondary mirror, mount, dome and enclosure along with associated hardware and software for operating and controlling the instrument and its facility. Alternatively, a fast-slewing, ground based telescope can be built utilizing a contractor supplied mirror. The contractor provided primary mirror must be at least 2.0m in diameter or larger.



The proposed contract will be a non-commercial, firm-fixed price contract with an option item: a second image derotator. The total price of the contract exclusive of the option item shall not exceed $5.095 million dollars.



The National Acquisition Industrial Classification Standard Code (NAICS) is 333314, Optical Instrument and Lens Manufacturing. Business size standard is 500 employees.



This acquisition is being competed as unrestricted (full and open competition).



This acquisition will be conducted IAW FAR 15, Contracting by Negotiation.



The solicitation(RFP) will be posted on or about 29 August 2007 utilizing FedBizOpps.gov single Government point of entry (GPE) for Federal Government procurement opportunities at www.fbo.gov. Solicitation documents will not be available by any other means. No telephone or e-mail request for this solicitation will be allowed. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for the receipt of proposals may render your proposal nonresponsive and result in the rejection of same. All responsible sources may submit a proposal which will be considered. Funds are currently available for this acquisition.



NOTICE: All contractors must be registered in the Centralized Contractor Registration (CCR) program in order to receive a contract award from any DOD activity. Contractors may access the internet at http://www.ccr.gov to register and/or obtain information about the CCR program.
