ISSUES: The spread of HIV/AIDS, sexually transmitted infections (STI), abortions among youth in Saint-Petersburg (St-Petersburg) is an increasing threat to individual and public health. Both the authorities and teenagers think, it is necessary to change the situation. The Public Health Committee in St-Petersburg and Center of Public Health in Stockholm participate in the Russian-Swedish project 13 plus (2001-2003), which taking as a basis the positive experience of the pilot Russian-Swedish project 13 (1997 - 2002). DESCRIPTION: The main overall objectives are: to increase understanding and skills of tutorial and medical staff, mass-media and Non-Governmental Organizations (NGO s) in preventive work in order to improve sexual and reproductive health (SRH) among young persons of both sexes aged 15-18; to develop four new Youth Clinics, where young persons have access to contraceptive services (condoms and pills) and qualified counsel; to develop a training program for teachers in sexuality and relationships; inform and collaborate with key persons in relevant mass-media and NGO s about importance of safe sex. LESSONS LEARNED: The project has the support of authorities in Public Health Committee and Education Committee of St-Petersburg, Youth Clinics are very popular among teenagers and adults, who has been working with them. RECOMMENDATION: The functional model of the collaboration between health care, schools, media and NGO s is the most important part in the prevention of HIV/AIDS, STI and unwanted pregnancies among youth.
