DC 20250-1042	BACKGROUND:	On June 2, 1998, the MAP Regulations (7 CFR 1485.14(d)(2)) were amended placing a 5-year limit, per country, on brand promotions by a single company. This 5-year period began with the 1994 program. The 1999 MAP is the first year in which companies that have expended funds in a given country for five years are no longer eligible for assistance.

	ACTION:	The Marketing Operations Staff has identified twenty-six (26) companies that have graduated from the MAP in a particular country. Attachment 1 (FY98 GRADUATES) lists these companies and the country for which they are no longer eligible for program funds. Please review this list carefully before approving your company applications. Attachment 2 (LAST YEAR of ELIGIBILITY) lists forty (40) companies that have expended funds in a specified country for four years (1994-1997) and had one year of eligibility remaining in 1998. Due to the 6-month lag for submitting reimbursement claims, we do not know, at this time, whether these companies actually expended funds during the 1998 program year. Therefore, before approving these companies’ 1999 applications, please check with the company and verify that there were no expenditures in these specified countries during the 1998 program year.
