The DPW/Chestnut Street Drainage System property consists of the former Brookline Department of Public Works (DPW) property at 40 Kendall Street, the stormwater drainage system which runs between the DPW property and Willow Pond, and Willow Pond located along Willow Pond Road and Pond Avenue in Brookline. A portion of Willow Pond is also located in Boston. Beginning in January 1986, several releases of #2 fuel oil, most linked to the Chestnut Street Drainage System, had been reported at Willow Pond. In June 1991, the Town of Brookline notified the MA DEP of a release of #2 fuel oil after 7inches of free product was discovered on the groundwater table during the replacement of several underground storage tanks at the former DPW property. Subsequent investigations conducted at the former DPW property concluded that free product (fuel oil) may be migrating off the property and infiltrating the Chestnut Street Drainage System, resulting in releases to Willow Pond.


Remedial activities to recover free product at the former DPW and to prevent further releases to Willow Pond began in November 1991. The Chestnut Street Drainage System underdrain was plugged with an inflatable bladder, and the drainpipe was fitted with oil/water separators. Remedial actions also included removal of contaminated soil, on-site drums, underground storage tanks, above-ground storage tanks, and soil vapor extraction/steam injection. Dredging of Willow and Leverett Ponds was scheduled for 2002.

No drinking water supplies are known or suspected to be impacted by releases from the site.


Current Status

The site is currently classified as Tier II in Phase IV of the MCP (Release Tracking Number 3-12091 and 3-3224)), with remedial activities being conducted under Licensed Site Professional oversight. No further actions, beyond the Combined PA/SI completed in 2002 are anticipated by the federal Superfund program, pending the outcome of state program activities.
