Strengthening bilateral cooperation between Quang ninh province (Vietnam) and Quang xi province (China) in HIV/AIDS prevention.

Issues: Quang ninh province ranks the 1st position in Vietnam in term of HIV prevalence due to high population mobility, especially in Mong cai border areas. Under the funding of Australian Agency for International Development (AusAID), SHAPC implemented the project: "Strengthening bilateral cooperation between Quang ninh province (Vietnam) and Quang xi province (China) in HIV/AIDS prevention". Description: SHAPC in coordination with Quang ninh Health Department invited local authorities and relevant agencies at all levels of Quang ninh province, Mong cai town, Ha long city (Vietnam) and Dong xing town (China) to attend an international workshop "HIV/ AIDS prevention in border areas between Quang ninh province (Vietnam) and Quang xi province (China)". At the workshop, delegates exchanged their experiences and discussed about bilateral cooperation in HIV/AIDS prevention between 2 border provinces. The two sides committed themselves on preventing HIV/AIDS for border residents and border crossers through some activities like IEC in bi-language, provision of condoms, needles and syringes. Results: After one year of implementation, the project distributed 8,000 booklets in Chinese and 22,000 booklets in Vietnamese for cross border travelers; 100,000 clean needles and syringes and 100,000 condoms for mobile populations in 3 target areas in Quang ninh province. The project contributed to enhance knowledge for local residents, and helped high-risk behavior individuals change their risky actions. Additionally, SHAPC made study tour to Dong xing town (China) to learn their experience models. Recommendations: The project attracted support from local authorities and relevant agencies of 2 border provinces in the prevention of HIV/AIDS for general populations. The project contributed to consolidate solidarity and cooperation between 2 neighboring countries. However, the time for project implementation was so short. Hence, there should be more funding to extend the project.
