Objectives and Scope
The objective of the TA is to strengthen the power sector's capacity for implementation of environmental management strategies in thermal power plants, and the local government's capacity for monitoring and management of air pollution and public health effects in areas affected by thermal power plants, such as the proposed Mong Duong Power Plant in Quang Ninh (QN) Province, proposed for ADB financing in 2008. The proposed TA includes two components, one for EVN and one for QN DONRE. The TA activities for Component 1 will include (i) assessment of the weaknesses and needs of EVN in implementation of environmental management measures for thermal power plants, with particular focus on pollution control; (ii) review of current policies and legislation related to implementation of pollution controls and environmental management of Pha Lai thermal power plant; (iv) formulation of technical guidelines on pollution control and environmental management of thermal power projects; (v) preparation of an environmental action plan, with specific actions of strengthening pollution control for thermal power plants and an implementation schedule and budget estimates; (vi) organizing workshops to review the guidelines and disseminate the results; and (vii) training of EVN staff, with special focus on those of Thermal Power Plant Management Unit 1 and Pha Lai Power Plant. The scope of Component 2 are as follows: (i) review of and assessment of air pollution sources and management issues in QN Province, (ii) assessment of QN DONRE's need for assistance in establishing baseline data on and monitoring of air quality and related public health parameters, (iii) establishment of air quality stations in the impact zone of Mong Duong power plant and collection of baseline data, (iv) collection of baseline data on public health for use in monitoring incidence of respiratory diseases within the impact zone of the Mong Duong power plant, (v) preparation of an Air Quality Management Plan for QN Province, and (vi) training of concerned DONRE staff in headquarters and its 14 district offices.

Consulting Services
The TA will require approximately 45 person-months of consulting services, which includes 17 person-months of international consulting services and 28 person-months of domestic consulting services.

Recruitment of Consultants
Recruitment of consultants expected to take place in June 2007. The consultants will be recruited according to ADB's Guidelines for the Use of Consultants and other arrangements acceptable to ADB for engaging domestic consultants. A firm will be recruited using QCBS method nd simplied technical proposal.
