Objectives and Scope
The TA's objective is to confirm the technical and economic viability for developing the Stage 1 (1,000 MW) of Mong Duong coal fired power plant in terms of EVN's power development plan. The scope of the SSTA include: (i) confirming the project's justification, in terms of EVN's power development plan, and its viability; (ii) confirming with EVN the general approach to be adopted in developing the overall project including its initial public sector component and its subsequent private sector component; (iii) agreeing with EVN on th most appropriate coal-burning technology for environmental impacts and complying with national environmental emission standards, as well as others as necessary; (iv) preparing detailed scope, terms of reference, and cost estimates, for phase 2 (i.e. Technical Assistance Engineering Loan) for detailed designs, preparation of tender documents and procurement, environment and social safeguard activities, for Stage 1 of Mong Duong power project; and (v) providing assistance to the Mnistry of Industry and EVN in developing the Stage 2 as a private sector project.

Consulting Services
The TA will require assistances of about six person-months of international and about five person-months of domestic consulting services. The consultants will be recruited as individual consultants in accordance with the ADB's Guidelines on the Use of Consultants.

Recruitment of Consultants
The TA will be implemented within a four-month period commencing in November 2005 and ending in February 2006.
