           SYSTEM PROBLEMS LAY IN APPLICATION SOFTWARE AND THE DATA THEY
           PROCESS, NOT IN CLOCK FUNCTIONS. CLOCK-BASED FAILURES, THOSE
           LIKELY TO HAPPEN EARLIER THAN JANUARY 2000, WHILE TROUBLE
