The Committee on Mississippi Relations, presented the following report, which was adopted:

To the Most Worshipful Grand Lodge, etc.:The undersigned, having been duly required to communicate to the Most Worshipful Grand Lodge of Mississippi in reference to the invasion of territory on the part of Grand Master Stringer, submits the correspondence in reference to the case, and recommends, in view of the fact that said Grand Lodge does not meet until next December, and has had no opportunity to consider the matter, that further consideration of the same be postponed until our next annual communication, without prejudice to the right of our Grand Master to guard and protect the interests of our Jurisdiction. The following report was adopted:To the Most Worshipful Grand Lodge, etc.:Your Committee on the Temple beg leave to report that owing to a lack of means they have made no progress. We think, however, that an effort should be made to locate the Grand Lodge, and would recommend the appointment of a Board of Commissioners, 00098whose business it shall be to organize a stock company, and thereby procure means to purchase a lot in the city of Little Rock, and thereon erect a Masonic Temple.Respectfully submitted.

1. That the Secretary of the said Association be authorized to deduct the sum of seven dollars from the moneys received upon each assessment, which sum of seven dollars shall be his compensation and allowance for salary, postage, printing and stationery.

2. That the Lodge Secretaries shall deduct cost of postage, money orders, etc., from the funds paid into their hands. Respectfully submitted.

The following resolution of Bro. Corbin was adopted:

WHEREAS, Upon July 13, 1885, the funeral expenses of Bro. John H. Johnson, Past Grand Master, amounting to $98.00, were incurred by three benevolent orders, of which he was a member, the Masonic Fraternity being one; therefore.

Resolved, That this Grand Lodge, while in no manner legally bound or indebted for the same, yet for the honor and reputation of the craft deems it proper to assume the payment thereof, and hereby authorizes the Grand Secretary to draw an order in favor of Mr. C. M. McNeil, undertaker, for the sum of $32.65.

A communication from Ft. Robinson, Dak., was referred to a special committee, Bros. Rutherford, Corbin and W. F. Lewis.

The Grand Lodge resumed labor at 2 o'clock p.m., M. W. M. A. Clark present and presiding.

The special order, the report of the Committee upon Dispensations and Charters, was taken up. The report was amended and adopted as follows:

To the M. W. Wardens and Brethren:We, your Committee on Dispensations and Charters, beg leave to report: We recommend that Pilgrim Lodge U. D. Hebron Lodge U. D., Rural Home Lodge U. D., Unity Lodge U.D., Fairfield Lodge U. D., Precious Jewel Lodge U. D. 00109and Beulah Lodge U. D., be chartered; and we further recommend that Rural Home Lodge U. D. be granted thirty days to make full settlement for her charter, she having $10 of the money in hand.

The following report was adopted:The matter of New Era Lodge No. 40 being by resolution at our last communication referred to the Grand Master for settlement. I have the honor to report that I visited said Lodge and found that the Master of said Lodge had proceeded irregularly in the suspension of some of the brethren. I reinstated the members that had been illegally suspended, which settled all of the difficulty.

M. A. CLARK, G. M.The Committee on Grievances presented the annexed report:To the M. W. Grand Lodge of the State of Arkansas:Your Committee on Grievances beg leave to report the following: Bro. D. S. Cooper, suspended from Lodge No. 7, Newport, for conduct unbecoming a Mason, prays the Grand Lodge for reinstatement. Your committee has been informed by Bro. L. Babb, S. W. of Lodge No. 7, that the members of Lodge No. 7 are anxious to have Bro. Cooper reinstated. We therefore recommend that the Grand Master investigate the matter, and if in his judgment he thinks proper, that he reinstate Bro. D. S. Cooper.

The special Committee on Invitations presented the following report, which was adopted: To the Most Worshipful Grand Lodge, etc.:We, your Committee on Invitations, beg leave to report that we have had under consideration an invitation extended by John G. Jones, of Chicago, Illinois, for the Grand Lodge of Arkansas to send delegates to a convention to be held in Indianapolis, Indiana, in August next. We are unable to find any authority Mr. Jones has to speak for the Grand Lodges whom he states expect to meet in said convention, and have a letter from the Grand Master of Indiana stating that he knows nothing of the same. We therefore recommend that said invitation be declined.

Your Committee has considered also a communication from the Grand Lodge of Illinois, inviting our Grand Lodge to participate in a Masonic Convention to be held in the city of Chicago, and would respectfully recommend that our Grand Lodge send one representative.

WHEREAS, There are but few Subordinate Lodges in this State who have seals; therefore, be it

Resolved, That this Grand Lodge enforce Section 3 of Article 5 of the Constitution of the Grand Lodge.

Resolved, That any Subordinate Lodge failing to purchase a seal by the sitting of the next Grand Lodge shall be fined $5.00.

Resolved, That the fare of the Grand Lodge officers on the railroad be allowed and paid by this Grand Lodge.

WHEREAS, In view of the valuable services rendered by our esteemed and beloved brother, Wm. Grey, as the first Grand Master of this State, during his days of usefulness.

Resolved, That this Most Worshipful Grand Lodge provide a carriage to convey Bro. Grey and Bro. A. S. McCall to the place of installation of the Grand Officers on tomorrow, July 21, 1887.

Resolved, That this Grand Lodge appropriate $25.00 each for the P. G. M. W. H. Grey and Bro. A. S. McCall.

The following resolution was offered by Bro. Middlebrooks:Resolved, That the sum of all surplus money in the treasury of this Grand Lodge after the expenses are paid, be set aside for the purpose of buying a site upon which to erect a Grand Lodge Temple in the city of Little Rock, and the same to continue from year to year until the said object be accomplished; and be it the same to be set aside for the benefit of worthy and distressed widows of Master Masons deceased prior to 1885.

The resolution passed, and the committee was authorized to act accordingly.

The report of the Committee on Grievances, as amended, was adopted, as follows:

1. In the case of Bro. P. H. Wormack, suspended from Lodge No. 26 by the Grand Master, for drunkenness, we recommend that the Grand Master severely reprimand Bro. Wormack, and that he be reinstated.

2. In the case of Bro. J. H. Hinds, of Lodge No. 53, suspended for failing to obey the orders of the Grand Master convening the Lodge, we recommend that the Grand Master reprimand Bro. Hinds, and that he be reinstated.

3. In the matter referred to us from Lodge No. 16, Spring Hill, we find the following: That the allegation in the communication is true so far as it relates to the books and charter, and we recommend that the Grand Master, as soon as possible, go there and investigate the matter.Respectfully submitted.W. The Grand Lodge proceeded to the Fair Grounds, where the officers were duly installed by Grand Secretary J. C. Corbin, and returned to the hall.

Secretary Gilliam, of Stringer Grand Lodge of Mississippi, was introduced and received with grand honors.

The Grand Lodge appointed as the Board of Commissioners, Bros. Corbin, Perkins, W. H. Smith, D. A. Robinson and Geo. E. Jones.

Bro. E. C. Morris offered the annexed resolution, which was adopted:

Resolved. That the vote by which the next annual communication was set to convene in Brinkley in July, 1888, be reconsidered.

On motion it was resolved to meet at Fort Smith.

On motion of Bro. W. H. Thomas all dues paid by Alexander Lodge were refunded.

A petition from Bro. W. A. Rector was presented by Bro. Wm. H. Smith for the decision of the Grand Master, who decided averse to the petitioners, and that a member must pay any assessment ordered for the general expenses of the Lodge.

Bro. Middlebrooks offered the annexed amendment to the Constitution:

Members of the Grand Lodge take notice. That it is the desire of this Grand Lodge, and it is hereby ordained that so much of the Constitution as relates to the Grand Lodge officers be so amended as to read Grand Lecturers and Grand Orators.

On motion of Bro. Moore it was ordered that 1,500 copies of the minutes of the Grand Lodge be printed.

Bro. E. C. Morris offered the following resolution:

WHEREAS, The work of the Grand Lodge is increasing each year, therefore be it.

FORREST CITY.April 11. Visited Hiram Lodge, No. 17, Forrest City. She has a membership of seventeen. The W. M. failed to summons his Lodge as ordered, therefore only seven members were out. We had a pleasant talk with them, after which we perused the books and found that they were progressing finely financially. They promised me that they would build a Lodge room. On account of the absence of the Secretary I could not get a report.

BRINKLEY.April 12. Visited Providence Lodge, No. 36, at Brinkley. She is not doing so well. There seems to be some discontent, which has had the effect of retarding the progress of the Lodge. I do hope that Bro. Weaver considers the importance of unity. Take up courage and go ahead, and let the beautiful light of the institution shine into your soul to the end that the Lodge may go on to perfection. ARGENTA.April 20. Visited this Lodge, and it is just alive. You can scarcely discern life in her. I think it a doubtful case as to here ever recovering, although we hope she will come out all right. The W. M., Bro. Green says that he has done the best he could under the circumstances. He has had the misfortune to lose his wife this year. Peace to her ashes. He has non of the records in his Lodge required to be kept by the Grand Lodge, but says he will get them.

LITTLE ROCK.April 21. Visited Trinity Lodge, No. 33, and just did get to meet it. They refused to meet as ordered, and they seem to think that they have a right to dictate to the Grand Master as to when they ought to meet and when not to, etc., but after an explanation by Bro. Barber I forgave them. He promised not to be guilty of the act any more. MORRILTON.April 23. Visited Silver Trowel Lodge No. 9, Morrilton. The Worthy Master of this Lodge had left without notifying me of changing his post-office, hence he failed to get his notice. Therefore, the Lodge knew nothing of my coming; but through 001918Bro. Arlington, our S. W., I got enough of the brothers together to have a meeting. We had a nice time; healed one of the national compacts (W. C. Cook), who found out that he was on the wrong track. His earnest desire was like Bro. Collins, to get right, so I set him right, and he went on his way rejoicing. Report to be forwarded. W. C. Cook is due $5.00, to be forwarded by may 15.

April 25. Visited Triangle Lodge No. 24. This Lodge is progressing finely and bids fair to become the finest Lodge in the near future. April 29. Visited Widow's Son Lodge No. 3. I met this Lodge. I never saw so much improvement in a place in so short a time. May 4. Visited Electric Light Lodge No. 45. This Lodge is rubbing along slowly, but the brethren seem to be of one mind -- seeing who can best work and best agree. We bespeak for her a bright future. The Secretary is one of those brothers who thinks 10 o'clock time enough to get into his station. I taught him a lesson that I don't think he will forget soon -- that 7 o'clock is the time to meet.

May 5. Visited Corner Stone Lodge No. 51. This Lodge is all right. I helped Bro. Middlebrooks confer First and Second degrees. She has the maps, charts and tools, and a fair prospect. She is located in a fine part of the county.

May 6. Visited Fairfiled Lodge No. __. This Lodge is progressing poorly. Bro. Middlebrooks made a few mistakes in setting this Lodge up, but I have every confidence in her, and would suggest that we give her a chance, and she will come out all right. Her financial condition is poor.

May 9. Visited Corinthian Lodge No. 53, I met this Lodge. They are in as good shape as could be expected, being young and inexperienced. She has a good lodge-room, and regalias all paid for. The Worshipful Master, Bro. J. H. Hines, left the Lodge some time since without notifying the Grand Master or Grand Secretary of his removal; he also refused to assemble his Lodge at the time of meeting after receiving my notice, for which I suspended him, and notified him to meet the Grand Lodge. PINE BLUFF.May 10. Visited Eastern Light Lodge No. 6. This Lodge seems to be standing just where she was last year. The members seem to be low-spirited. They are not doing a great deal. On May 11 I intended to visit Ionic Lodge No. 54, but did not do so because I was informed that they were not working, for the reason that they had no hall or place to meet. May 13. Visited New Era Lodge No. 10. This Lodge is in a ramble, as usual - - fussing. Half of the brothers wanted to withdraw on account of dissatisfaction, etc. I think the best thing to do is to let them alone until they get tired of their foolishness and settle down to pure Masonic principles. The Secretary, Bro. Jas. Stearns, refused to make a report, or obey the notice issued by the Grand Master. I had to suspend several of the brethren for refusing to obey a legal summons, etc. E. Mulholland, W. M. Brazleton, J. D. Page, and S. Grimes were suspended until July 15th, and Bro. D. H. This Lodge is doing well, although it has suffered a great loss this year by not following my instructions in regard to the putting of their money in bank or some one's safe. The Treasurer used the money, and when called upon to settle he could not do so. It had the effect to discourage the brothers of the Lodge a great deal; but they promise to attend to him when the court meets, which I am certain they will do if he fails to settle.Amount received this year$348.29Paid out$243.43Amount on hand104.91

June 23. Visited Clark Lodge No. 18. This is the poorest Lodge in the State. The W. M., Bro. James M. Owens, left his Lodge, his family and his church without any cause apparently. The Junior and Senior Wardens and nearly all the brothers left also. Whilst this is a prosperous part of the country, the change in politics, etc. seems to have frightened the brethren so that the Lodge is all to pieces. I called what was left of them together, and gathered up several brothers from Kentucky and conferred three degrees on a Mr. Brown Lee. I also held their election and placed Bro. H. D. Donaldson, of Columbus, Ky., in charge of the Lodge. I think she will move off all right now. I suspended James M. Owens and L. S. Kirkwood for not reporting their removal, etc.

June 27. Visited Silver Square Lodge No. 12. This Lodge is all right as usual. The members seem to be of one accord, seeing who can best work and best agree, having for their guide wisdom, strength and beauty, all blended together, making one immense tower.Amount received this year$144.95Paid out$76.00Amount on hand68.90

June 28. Visited Meridian Sun Lodge No. 32. Bro. Dansby, the W. M. of this Lodge, has woke up at last. He promised last year to have his hall completed by the time our Grand Lodge met. I thought he was mistaken, but to my surprise he has it all right, and retired from the front and placed Bro. Buyton at the head. She is doing well.Amount received this year$127.67Paid out$105.02Amount on hand22.65

June 29. Visited Plymouth Rock Lodge No. 38. This Lodge has not come up as Bro. Smith promised she would; but he made another promise, which I hope he means this time -- that he will be in his new hall by July 15th. We will ask him to explain. June 30. Visited Pilgrim Lodge U. D. This is one of the Lodges set up October 20, 1886. Has her hall built and paid for before coming to the Grand Lodge to get a charter. This is a first-class recommendation for a charter. They are in splendid working order. I suspended John Williams and Martin Chisum for conduct unbecoming a Mason. She has $156.65 in her treasury.

July 1. Visited Lebanon Forest Lodge No. 46. This Lodge is progressing slowly but surely, and bids fair to become a good, strong Lodge. I have great hopes of her; her prospects are flattering.Amount received this year$126.50Paid out$17.85Charity32.25Total$50.10 $126.50Amount on hand76.40

July 4. Visited Hicksville Lodge No. D. This Lodge was set up in October last, but they are like busy men. They have built them a hall and paid for it, and have money left; and they did this without a W. M., he having left soon after the Lodge was set up. I placed Bro. Alex. Chandler at her head, and he promised to build her up.

July 6. Visited Beith's Landing Lodge U.D. This Lodge is in an overflowed district. She suffered greatly by it, but notwithstanding all this inconvenience, she has her hall nearly completed. Bro. Lee promises to be safety housed in it by the first of November. We have hope in her. Amount received this year, $71.50.

July 11. Rising Sun Lodge No. 11. This Lodge has completed her fine hall, and the members are all working together in unity. Bro. Bryant and his brethren deserve great credit for their noble effort. Remember the maxim: only try, and you will succeed.

July 12. Visited Scruggs Lodge U.D. This Lodge is doing as well as could be expected. She is very young, but I am compelled to say that she is powerful. She has a very good hall, but when the members saw Rising Sun hall they became dissatisfied with their own, and say they are going to build a new hall. The Lodge had received $16.50 this year.

July 14. Visited Beulah Lodge U. D. This Lodge has completed her hall at a very heavy cost, and I made my annual visit in it. Bro. Nesbitt says just give her a chance and he will show the old Lodges that they are not progressive or keeping with the times. I felt like throwing up my hat after we got through with our Lodge meeting. This Lodge has received $335.25 this year.
