Financial Management Division

The Financial Management Division administers control of appropriations and funds received at the Center. The Division operates accounting systems and cost models which show the unencumbered allotment and program authority balances for the following appropriations:

    • Construction of Facilities (CofF)
    • Science Mission Directorate (SMD)
    • Exploration Systems Mission Directorate (ESMD),
    • Aeronautics Research Mission Directorate (ARMD)
    • Cross-Agency Support Programs (CASP)
    • Space Operations Mission Directorate (SOMD),
    • Mission Support (including CM&O)

The Division administers fiduciary responsibilities over appropriation integrity, and compliance with Agency and other federal policies and regulations. It is responsible for assuring the accuracy and consistency of financial information reflected in their books of account, for reviewing internal controls and financial accounting activities, and for supporting external audits.

The Agency’s financial system of record, the SAP Core Financial application, presents an on-line, real time financial status allowing internal customers the ability to produce and analyze reports on demand.

Specific systems and services provided by this Division include: 

    • Local payroll liaison/timecard services
    • Travel authorization support services
    • Invoice processing and payment services for contracts and grants
    • Cost analysis
    • Processing, billing, and collections for reimbursable agreements, as well as agreements associated with NASA Research Park (NRP) and Enhanced Use Leases (EULs)
    • Labor analysis
    • Independent Cost Estimating (ICE)
    • Independent reviews of Earned Value Management (EVM)
    • Pricing and contract price comparisons
    • Analysis of contractor and internal operations
    • Billing and collection of amounts due the government
    • Asset accounting and analysis
    • Financial reporting, both internal and external
    • Treasury Financial Management Services reporting and reconciliation
    • Preparation of regular and special financial reports, including monthly performance metrics
    • Establishing, recording, and analyzing approved financial activities. 

This Division also supports external accounting system development and upgrades required by the Agency.

In developing policies and procedures to administer these systems and services, the Division ensures compatibility with Ames and NASA Information Technology (IT) systems. To keep Center management informed of the financial status of the various programs, the Division personnel collaborate with counterparts in NASA Office of the Chief Financial Officer (OCFO) in the development of policies, systems, and procedures for the NASA financial management program.
