Flat Mountain is an area I cycle in during the drier months. I've also spent several hundred hours working on trails with the local OHV organization, the Flat Mountain Riders Association.

The cutting going on around the lower portion of the mountain is an ugly scar on a scenic and beautiful State Park. The slides and erosion are becoming more noticeable with the rains. Seems like it might be a good idea to try thinning rather than clear cutting, given the sensitive nature of the area. This may not be BLM property, but the same logic applies throughout the Alsea Falls%2FAlpine corridor.

Some riders carry chain-saws strapped to the back of their vehicles (along with the beer pack holders) so they can cut through the forest hillside.After a few season of heavy rains, the wheel rut erosion on both the older%0D logging roads and the "volunteer" trails%0Dcut into various hillsides accumulates water, mud and begins to wash downhill. On some roads leading up to the ridge from the Williams side and the Ferris Gulch side, the erosion is incredible%21The noise and seemingly unending roaring of dirtbikes when one is trying to live peacefully below the ridge is awful and sometimes seems like it goes on for hours-especially on weekends. We appreciate that these irresponsible%0Dpeople make it difficult for others who enjoy this sport, but the EIS designations are a poor way to address the resulting community anger and conflict the is being stirred up by simply choosing a few "empasis areas" on the basis of historical usage, without a thorough, regional study of the bast alternatives with a lot of public input to this increasingly bad problem%0Dthat impacts large numbers of taxpaying homeowners along the forest interface that are contributing to the economic growth and health of this changing regionIT IS CRAZY FOR THE BLM TO CASUALLY DESIGNATE RANDOM OHV "EMPHASIS AREAS" WITHOUT COORDINATING WITH THE USFS%0DON AN AREA-WIDE BASIS THROUGHOUT WESTERN OREGON. OR TO GO ALONG WITH THE "NIMBY" PROTESTS SO THAT THE %0DOF OHV USE IS INFLICTED ON A FEW ADJACENT HOMEOWNERS WHO MAY BE LESS ORGANIZED TO PROTEST THAN OTHERS.Furthemore, some consideration should be given to individuals and families who utilize old logging roads%0Dfor access to fishing and camping%0Dspots with 4-wheel vehicles as opposed to "recreationists" whose main fun seems to be roaring over the hillsides without mufflers, trying to cover as much ground as possible, making as much noise as possible. %0D%0

Entire hillsides gone along with unstable land and scared off wildlife. If you want to continue logging, you will end up with this most precious enviroment looking like Los Angeles or the Bay Area. I lived down there for 25 years and gave everything..home, high paying job, and close family so that I could see a tree that grew naturally and a forest that is quiet and naturally balanced. Please save our forests and respect them. Their ecosystems are so fragile. No more logging. Those days are over. The people that rely on logging for an income could be retrained. With the internet anyone can support themselves wherever they live. They need to just learn how to do it.%0DFinally with global warming I have heard we may no longer have these forests in 50 years. Preserve them now while our planet can sustain them as once they are gone...they will never come back.

It is viable habitat for wildlife which is very rare and must be preserved for future generations. There is enough private land to accomodate commercial timber interests.

I want to eliminate harvest of commercial timber from BLM lands and turn it into national park or wildlife preserve. Some management may be allowed to correct past mismanagement of the ecosystem. I oppose BLM harvest for commercial interestes and will work to abolish the O7C Lands Act of 1937 which was developed in another time when the nation needed to subsidize the timber industry. This is no longer the case and BLM's purpose should be revised. Thank you.

Recommendations%3A Before any area is designatied for OHV use the BLM needs to establish rigorous criteria for the designation of OHV Emphasis Areas including weight being given to negatively impacted residents and communities. We also own 8 acres in No. Douglas County along the Smith River. I have heard the presentation given to the Lane County Board of Commissioners via web cast, and would like to register an emphatic NO to any changes in the NW Forest Plan. I believe changes to the amount of buffer zone allowed on water ways is a big mistake. I also am not a fan of clear cutting, especially old growth timber. Please listen carefully to the amount of feedback you are receiving on this issue! I don't usually take the time to voice my concerns on issues of local policy, however I feel strongly that this change to the NW Forest Plan will be a giant mistake, one that will have an impact on all of the generations to come. I don't know all the details, but any change that allows more logging and income from our forests is fine with me. My family had been employed in the woods, and mills, for 4 generations, 3 with the same company. I now work for the county, and we need that money. I know the forests can be managed for all concerns. All of the old growth doesn't need to be cut. Leave as much as possible. Don't let most of the good timber be shipped directly overseas, as happened in the 80s. I have seen what has happened to our once prosperous communitiies, and families, with most of the mills closing. With some giving from all areas, and compromising, we can all benefit from the renewed use and control of what we have in this country. To let the forests go unused while people suffer is crazy. Save as much of the old growth as possible for people to go hug if they want. I like to be in the woods, too, not just to work, but to take my grandkids to play and enjoy and learn about their heritage. We have much Native blood, and were taught to respect nature, and to use what we take with respect, and to replace it in some way. One of those ways is to take care of our famlies and neighbors, by funding programs with the money received from our labors. Thanks again for this opportunity to say my piece. JMJ

It is time for the BLM to make plans that do not include cutting of old timber. The public has spoken clearly on this subject again and again. We need to thin small trees, thin in areas where communities are endangered, and "thinning" should not include old trees every time the BLM makes another plan. Our first attention should be going to global warming and retention of what little old timber survives past poor practices. NO on all three alternatives.

I support a diversified economic base, including timber. But I do not support logging ANY large or old growth trees. Old growth trees are a nonrenewable resource, in both the economic and environmental sense. We should not be investing in or relying on nonrenewable resources for our economy--that's what got us into trouble in the first place with the federal timber payments. Trees should be farmed like any other crop--we should be too enlightened, as a society, to ever cut down another wild tree. Not only are trees a renewable resource but logging also replaces fire in the natural cycle. Without fire or logging we lose out on browse for game animals, food sources for different birds and small animals and a more diverse ecology. Since fire is difficult to control logging is the preferred altenative. Logging also contributes to local economies which were severly hurt by previous plans and now that federal moneys are being cut off it is easy to see that there needs to be a diverse economy for these areas.

Hey that's what got us into this mess in the first place. Wake up BLM you are supposed to be a steward of the land not a voice for industry. Leave old growth forests alone. We have few wild places left as you and your sister agencies, the US. Tree Farm Service, and the Oregon Department of Tree Farms have effectively urbanized our great forests into cute little Douglas Fir Farms. I and my company support the "no action" alternative. Follow the Northwest Forest Plan which allows for plenty of harvesting; too much already.

The law says O & C lands are to be managed for sustained income for the counties. There are plenty of other Forest Service and BLM lands which can be managed for wildlife and recreation. Priority for O & C lands absolutely should be for maximum long term timber yeilds, with protection given to riparian areas of course. O&C lands should be managed as a crop. Carol Miller

It seems to me that all three proposals are aiming at cutting down a lot of trees, diminishing habitat for endangered species and exposing our waterways to increased pollution. I do not support of any of these three proposals. Our government needs to be more concerned with the long term environmental impacts of our actions. To cut down these forests would be to demonstrate, in my opinion, an unforgivable lack of foresight. What happens when all the trees are gone?????

I feel very strongly that the Bush Administration is headed in the wrong direction with these proposed management changes to nearly 2.6 million acres of federal forests. Your currently proposal is UNACCEPTABLE. Your agency proposes to increase old-growth logging on public lands in western Oregon by 700%, build 1,000 miles of new logging road in the next decade and clearcut at a 9-1 ratio to thinning. This is a myopic and backwards proposal that depletes our natural resource base for future generations by weakening protections for forests, creeks and salmon. Shockingly, the proposal ignores the role that these forests play in regulating the global climate. Your proposal should instead focus on managing previously logged public forestlands and the use of thinning second growth forests. This wood could be provided to local mills while simultaneously improving wildlife habitat. At a time when we have worked so hard to preserve what is left of our forests, the world is in the midst of a climate change crisis, several species are at risk of extinction, and the world's clean drinking water supply is diminishing rapidly, it is extremely disappointing to see the emergence of this plan. Consider using your efforts to instead protect remaining old-growth forests, search for alternatives to profits from clear-cutting, and concentrate on creating job opportunities in recreation, restoration, and watershed management that would benefit all of us. Please, let us protect our Oregon heritage forests and learn from our past mistakes. Don't destroy Oregon for the sake of short-term economic gain. We will all regret it.
