EPA promotes the use of recycled-content products through Comprehensive Procurement Guidelines (CPG) for federal procurement of products containing recovered materials. Although EPA issues the CPG, the Federal Environmental Executive (FEE), head of the White House Task Force on Recycling, bears the responsibility for ensuring that federal agencies implement the guidelines. The White House Task Force on Recycling is working with the Department of Defense to develop standard specifications and quality controls for retread tires.
