The Foster Town Landfill (FTL) property is located between Salisbury Road and Central Pike in Foster, Providence County, Rhode Island. The approximately 80-acre inactive property is recorded by the Town of Foster Tax Assessor as Lot No. 67 on Plat No. 10. An inactive landfill, covered with sand, gravel, and vegetation, and an abandoned drum storage area occupy approximately 10 acres of the property. The remainder of the property consists of undeveloped woodlands and wetlands. An unnamed brook originates in the on-site wetlands located southwest of the inactive landfill. Another unnamed brook, separated from the landfill by wetlands, is located northeast of the inactive landfill.


Prior to 1969, the property was undeveloped. From 1969 to 1971, a privately owned disposal facility, T & V Disposal, operated at the property. From 1971 to 1978, the Town of Foster assumed the operation of the on-site landfill. Reportedly, primarily municipal solid wastes were deposited in the landfill. The landfill facility was cited by the Rhode Island Department of Health (RI DOH) for several violations of the State’s solid waste management regulations, including lack of or insufficient landfill cover, and dumping near or into on-site surface water bodies. In 1979, the property was purchased by Macera Brothers Container Service, Inc. and Cappy Realty; information regarding land use under these two owners is unavailable. In 1990, Environmental Protection Agency (EPA) personnel observed empty 55-gallon drums and drums containing white solid materials used in the manufacture of plastics on the property, and concluded that no removal action was required. In 2000, Rhode Island Department of Environmental Management (RI DEM) personnel discovered and removed one 55-gallon drum containing an unknown liquid, and several smaller containers of paint residue, from the property. Analytical results of source and sediment samples collected from the property indicated the presence of zinc, copper, lead, phthalates, benzoic acid, and 4-nitroaniline. Previous investigations at the property have included: a 1989 Preliminary Assessment (PA); a 1990 Preliminary Removal Assessment (PRA); a 1993 Site Inspection (SI); and a 2000 closed landfill inspection conducted by RI DEM.

No known public groundwater drinking water supply wells are located within 4-radial miles of the property. Approximately 6,635 people are served by private drinking water supply wells located within 4-radial miles of the property. The nearest private drinking water supply well is located approximately 1,300 feet (ft) south of the property. Direction of groundwater flow is unknown. Based on the difference in elevation between the landfill and the abutting wetlands, depth to groundwater is expected to be 10 ft below the landfill surface. No known groundwater samples have been collected from the property. Analytical results of groundwater samples collected in 2000 from nearby private drinking water supply wells indicated the presence of 1,2,4-trichlorobenzene and bis(2-ethylhexyl)phthalate, which may be attributable to the inactive landfill. Based on analytical results, nearby groundwater drinking water supply sources appear to have been impacted.

Stormwater runoff from the property is expected to enter the on-site wetlands that discharge to two unnamed streams flowing through the property. Additional surface water bodies located along the downstream surface water pathway include Hemlock Brook and Barden Reservoir (part of the Scituate Reservoir system). One surface water intake is located along the downstream surface water pathway, at Barden Reservoir. Sensitive environments located along the 15-mile downstream surface water pathway include an unknown length of wetland frontage and a Clean Water Act (CWA)-protected water body. Landfill leachate has been observed near wetlands abutting the property. Analytical results of surface water and sediment samples collected from the abutting wetlands in 1991 indicated the presence of contaminants, such as di-n-butylphthalate, that may be attributable to the inactive landfill. Based on direct observations and analytical results, impacts to on-site wetlands have been documented.

There are currently no workers or residents on the property. Approximately 127 people reside within 1-radial mile of the property. There are no schools or day-care facilities located within 200 ft of the property. No known terrestrial sensitive environments are located on the property. Property access is unrestricted to pedestrian traffic. No surface soil samples are known to have been collected from the property. As a result, potential impacts to nearby residential populations are unknown.

An estimated 6,635 people, 260 acres of wetlands, and four State-designated rare species habitats occur within 4-radial miles of the property. No laboratory qualitative air samples are known to have been collected from the property. Based on available data, no impacts to nearby residential populations or sensitive environments are known or suspected.
