Description
The Site is an industrial/commercial property at 53 Falmouth Street in Attleboro, Massachusetts, and is the location of the former American Metalcraft, Inc., a division of the Hilborn-Hamburger Company. American Metalcraft manufactured plated items such as badges, emblems, pins, and belt buckles. It is estimated that the facility was operating between 1948 and 1998.
In October of 1999, at the request of the Attleboro Fire Department and Massachusetts Department of Environmental Protection, the Environmental Protection Agency (EPA) initiated the process for conducting a Preliminary Assessment/Site Investigation (PA/SI). After several unsuccessful attempts to contact the property owner via telephone calls, EPA sent, by certified mail, a request for access on February 29, 2000. The delivery attempt of this letter was unsuccessful and the certified mail package was returned to EPA. On May 6, 2000, EPA sent by certified mail an administrative order for property access to the property owner. The delivery attempt of the package was unsuccessful and the certified mail package was returned to EPA. On October 31, 2000, EPA obtained an administrative warrant, through the Department of Justice, authorizing EPA and its representatives to gain access to the property for the purposes of conducting response activities pursuant to Section 104(a) and (e) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended by the Superfund Amendments and Reauthorization Act, 42 U.S.C. §9604(a) and (e). The administrative warrant was executed by Chief Magistrate Robert B. Collings on October 30, 2000.
The PA/SI included collecting samples from unlabeled 55-gallon drums and small containers, as well as collecting surficial soil samples in the rear of the building. Analytical parameters included heavy metals, pH, flashpoints, volatile organics, semivolatile organics, and polychlorinated biphenyls . While conducting the PA/SI, a deteriorating tank located on the roof of the building was detected which was half full with anhydrous ammonia. The tank size was estimated to have a capacity of approximately 1,000 gallons.
Current Status
A short term cleanup (REMOVAL) at the site was started on 1/11/01 and completed on 4/17/01.
EPA conducted an extent of contamination survey; conducted sampling and analysis of unlabeled containers; repackaged hazardous wastes for disposal; and, transported hazardous chemical to off-site disposal facilities for disposal.
Approximately 2,390 gallons of waste ammonia solution were sent to Clean Harbors of Braintree for treatment.
Approximately 1,675 gallons of hazardous waste liquids and 4,795 pounds of hazardous waste solids were sent to Cyclechem, Inc., of Elizabeth, New Jersey, for disposal.
