SUMMARY
This report will cover the travel and tourism industries for
Belgium and Luxembourg.
Belgium is a small country, approximately the size of Maryland,
with a population of 10.1 million. Luxembourg is the smallest
member nation of the European Union, and is situated "in the
heart of Europe," between France, Germany and Belgium. Both
countries have high levels of Gross Domestic Product and strong
and diversified economies. Travel is a favorite vacation
adventure for both countries' inhabitants.
Travel and tourism is growing steadily worldwide. One of ten
jobs in the global economy is linked to travel or tourism. It
accounts for 11-12 percent of global gross domestic product,
worth about $4.4 trillion this year. Total capital investment
is put at $779 billion.
The United States continues to be the second largest tourism
destination worldwide receiving 48 million international
arrivals. In terms of tourism earnings, however, the United
States holds the top position with receipts totaling over $75
billion in 1997, 16.7 percent of the world's tourism
expenditures.
Belgian arrivals to the United States continue to increase,
although there are great fluctuations in the percentage
increases of these figures. In 1997, 241,366 Belgians visited
the United States, a 1.9 percent increase over 1996. From 1995
to 1996, however, there was a 14.9 percent increase from 206,134
to 236,899 Belgian visitors.
When comparing Belgian arrivals to the United States with
overall Western Europeans arrivals to the United States, Belgian
arrivals are still only a small percentage. There were
10,007,032 arrivals from Western Europe to the United States in
1997. Belgian arrivals constitute only 2.4 percent of those
travelers, with Germany (20 percent), France (10 percent), and
Italy (6 percent) representing the majority.
Nevertheless, Belgium has the 6th highest per capita income in
the world, and it is expected to grow by 2.4 percent from 1997
to 1998. In 1997, Belgium had a per capita rate of $22,941
(815,015 BF). As a result, Belgians enjoy a high level of
disposable income and have the financial means to consider long-
haul vacations, the strongest growth sector in the Belgian
travel market. Future travel to the United States should
continue to increase.
According to the International Trade Administration, Belgian and
Luxembourg travel expenditures in the US in 1996 were over $8
million. These receipts have resulted in expanding the Belgian-
United States travel trade surplus to over $4 million.
Competitive airlines with American destinations from Brussels
keep the transportation market strong. Destinations within
Europe, as well as other foreign destinations, suggest
competitive flight prices to the United States. Increased
publicity and advertisement from American airlines continue to
entice Belgian travelers, and an organized system of travel
agencies and tour operators make for easier and more comfortable
travel to the United States.
The Visit USA Travel Information Center located in Brussels
serves the travel trade and general public. It is a non-profit
organization, which promotes tourism in the United States, and
aims to make it the top holiday destination. It handles over
48,000 requests for travel and tourism information annually.
A. MARKET HIGHLIGHTS & BEST PROSPECTS
MARKET PROFILE
There has been a steady increase of Belgian travelers departing
from Brussels International Airport. In January 1998, there was
a 13.67 percent increase of passengers compared to January 1997.
February 1998 had an even greater increase over February 1997
with 15.39 percent more passengers in the air.
-Holiday Travel
The most recent statistics from the U.S. Commerce Department
project a continual increase in the number of Belgians visiting
the United States. Of the 241,366 Belgians who went to the
United States in 1997, 54.1 percent went for pleasure or holiday
related trips.
-Business Travel
The corporate market provides a rich source of business travel.
There are over 1,200 American subsidiaries established in
Belgium, and it is estimated that there are over 150
subsidiaries of Belgian companies established in the United
States. Of the 241,366 Belgians who went to the United States
in 1997, 42 percent went for business.
MARKET SIZE
The Belgian market has grown 229 percent since 1984. It is now
ranked 20 amongst other international countries in the number of
arrivals it brings to the United States, and it is the 6th
fastest growing market in terms of American tourism. From 1995
to 1996, there was a 15 percent increase in Belgian arrivals to
the United States. In 1997, that number had increased by a
smaller 1.8 percent going from 236,899 travelers to 241,366.
There are five airlines with direct routes from Brussels to a
number of United States' destinations: Sabena, American
Airlines, Delta, CityBird, and United Airlines. Continental
Airlines will join the group in May 1999 when it creates a
direct flight from Brussels to New York. The large selection in
airline services has led to strong price competition.
Additionally, increased airline advertising and promotion have
generated invaluable awareness of the United States as a
business and vacation destination. Forms of creative
advertisement have appeared all over public transportation
throughout Belgium.
Total air traffic take offs and landings at Belgium's
International Airport (Zaventem) have increased by 4.9 percent

Some attractive travel activities include:
-Shopping
Shopping still remains a primary activity for Belgian travelers
to the United States. Consumer products like CD's, blue jeans,
computers, and cotton goods are generally less expensive in the
United States than in Europe. Discount shopping malls, a rarity
in Europe, are especially attractive to the Belgian consumer.
-Ski Holidays
The Belgian outbound ski market is growing, yet France and
Switzerland still remain the most popular destinations. The
U.S. and Canada, however, are claiming an increasing share of
the market.
Many middle-upper class Belgian travelers and families routinely
take a ski holiday each winter, as well as a sun vacation in the
summer. Lift lines in Europe can be long, and lift fees are
higher than those in the United States. Ski resorts in the U.S.
seeking to attract more Belgian and European skiers should
capitalize on the elements that currently draw Belgian skiers to
the slopes: attractive airfare and hotel rates, large hotel
rooms, reliability of snow cover, shorter lift lines, low lift
fees or package options, ski instructing lessons, hospitality
and friendliness, and special features for families with
teenagers and children.
-Sun Vacations
Belgian travelers usually head to Florida or California when
they want to see the sun. Many are simply unaware of attractive
beach locations in other states. This is a good market for
development, especially if it can be combined with other
attractions, such as historical tours, shopping, amusement
parks, or cultural activities.

BEST SALES PROSPECTS
Among the "Top Ten Destinations in 1997, Overseas Traffic Only",
as published by the BRU statistics for 1997, six of the
destinations are located in the United States. In order to
maintain the market share against competition from more exotic
or cheaper destinations, new products need to be developed,
expanded, or promoted.
-Fly-and-Drive
Fly-and-Drive remains the most popular formula for Belgian
business and vacation travelers to the United States. They are
able to combine visits to traditional destinations, such as New
York, Washington DC, San Francisco, Los Angeles, Orlando, and
New Orleans by renting cars and staying in out-of-town
accommodations. This has increased the demand for good quality
accommodations outside city centers and competitive car rental
prices.
-Youth Travel
Lower airfare, combined with the increased spending power of
many young Belgians, has opened up the market for student and
youth travel. Student exchange programs, summer camps and other
educational courses are also on the rise.
-Special Interests and Events
Sporting events, such as the Indianapolis 500 and United States
Tennis Championship, and attractions, such as Disney World,
theme parks, and popular concerts, attract steady business.
Several trade companies also promote programs to major American
trade shows.
-Incentive Travel
Competitive air fares and accommodation charges make this a
sector with strong growth potential.
-Ski Vacations
This is still a very small market with only an estimated 1,000
Belgians currently going on ski vacations in the United States.
Belltop Travel (see key contacts) represents the Ski USA group
of ski resorts and specializes in American ski packages.
Prospects for skiing vacations are expected to grow, largely due
to increased publicity and attractive ski packages.
-Mobile Home Vacations
The attractions of the National Parks and other campsites have
received wide media coverage in Belgium. This has contributed
to the increased trend for family vacations in rented mobile
homes.
VISIT USA COMMITTEE
The Visit USA Tourism Center operates as a national travel and
tourism bureau. Located in Brussels, Belgium, it has been open
for 20 years and welcomes both professionals and the general
public. It handles more than 48,000 questions annually by
telephone, letters, walk-in and web-site visitors. The Visit
USA Committee is financed by its 220 members. There are two
membership categories: one for suppliers and the other for
travel agents.
1. Suppliers - BF30,000 ($830)/year + VAT taxes of 21 percent.

destination information, tour operators brochures, airline

a reference for travel to the United States and is distributed
at major travel fairs, press conferences in Europe and to the

throughout the year.

can also request one or more web-pages within the site.
-members can actively participate in the Travel Agency Program
and are updated on the new major Belgian travel agencies.

appointments as a follow-up service to members' sales calls.

B. COMPETITIVE ANALYSIS
US MARKET POSITION AND SHARE
The United States has always been a long haul destination and
major attraction for Belgian travelers. Since 1986, the United
States has witnessed an increase in arrivals, bringing the total
Belgian arrivals to 241,366 in 1997. The United States is the
third most popular Belgian tourist destination after France and
Spain.
COMPETITION
On average, over 50 percent of Belgians take foreign vacations
every year. Because Belgium is such a small country, Belgians
seek to take their main vacations in foreign, usually warm
weather destinations.
Due to the multitude of travel options from Belgium, the
airlines keep their prices low to encourage more business.
These efforts keep the airline prices relatively low and
affordable for Belgian travelers. The price for an overseas
flight to the United States during vacation season averages
between $500.00 and $700.00. Through careful planning a
traveler can often find even better deals.

DOMESTIC TOURISM
Because of the open-boarders policy, and because of the
relatively small size of Belgium, accurate statistics on the
movement of travelers/tourists to European Union countries have
become difficult to compile. Travel within the European Union
still seems to draw the majority of short haul Belgian
excursions.
There are several places of interest in Belgium and Luxembourg
that many people travel to. Brugges, Antwerp, and the City of
Luxembourg are large tourist attractions for Americans. The
coast of Belgium is also a typical spot of interest. Because
the two countries are so small, however, many of these places
are not used as long-term vacation destinations.
Because of Belgium and Luxembourg's small size, people do not
fly from one city in Belgium or Luxembourg to another. There is
an extensive train system, which efficiently transports people
between destinations in Belgium and Luxembourg.

C. END USER ANALYSIS
VISITOR PROFILE
The average Belgian traveler to the United States is between the
ages of 19 and 40, married, speaks English, highly educated,
slightly higher than average household income, and has close
friends or relatives living in the United States.

Most tourists will buy economy class seats. Credit cards are
the most used form of payment while traveling. Estimated costs
in the United States, per party, are transportation $350.00;
lodging $670.00; food $450.00; gifts $300.00; and entertainment
$220.00. Car rentals or taxis are the most frequent form of
transportation. The average length of stay for vacationers is
15-21 nights.
Due to the importance of commerce between America and Belgium,
business travel remains strong and continues to offer good
potential for development. Furthermore, there is an increasing
trend for spouses to join business trips and to add vacation
travel before or after the business travel.
D. MARKET ACCESS
DISTRIBUTION/BUSINESS PRACTICE
Most of the international and U.S. airlines, hotel groups, and
car rental companies have local sales offices in Belgium. There
is a fine availability of well-qualified travel companies and
destinations for those companies seeking local representation.
Furthermore, there is a good selection of tour operators that
have programs covering the United States. Some large travel
agents also act as wholesalers and have travel programs. A list
of companies in the travel business to the United States is
given in "Key Contacts," and a "Who's Who in the Belgian Travel
Trade" is available from the Visit USA Center.
Travel agencies provide an invaluable service to Belgian
travelers. Businesses and vacation travel plans can be organized
through a network of about 1500 travel agencies, 650 of which
are recognized by the I.A.T.A. Three hundred of these operators
have American programs. In addition, travel and tourism
services can be bought through the BBL commercial bank retail
network, and by mail order.
Belgian tour operators can roughly be divided into three groups:
-those handling more than 100,000 passengers per year
-those handling 20,000-100,000 passengers per year
-those handling 1,000-20,000 passengers per year.
The first and second categories handle larger numbers of clients
and concentrate on long-haul destinations. Tour operators in
the third category specialize in specific destinations, market
segments or means of transportation.
European Union laws define a commercial agent, and establish the
rights and obligations of the principal and the agent, the
agent's remuneration, and the conclusion and termination of an
agency contract (including compensation and restraint of trade
clause.) It is not advised to unfairly terminate an agency's
contract, and EU law is currently investigating a possible
damages system for those who break a contract. All contracts
will have to reflect both Belgian law as well as EU legislation.
When examining various distribution channels, please note that
EU law strongly protects agents, while Belgian law protects
distributors. An American company should seek competent local
legal counsel in drawing up either an agency or distribution
agreement.
FINANCING
Forms of payment customary to the travel industry vary
considerably according to the type and location of service. As
a general rule, however, foreign-based suppliers of services
(i.e. accommodations, attractions, vehicle rentals etc.) attempt
to obtain guarantees or letters of credit from Belgian tour
operators. The travel sector in Belgium has had a good record
on the whole, but extreme vigilance is advised, especially with
the smaller tour operators.
There are three main trading banks in Belgium: the General Bank,
Brussels Bank Lambert (BBL) and Kredietbank. Each has a well-
developed correspondent bank network in the United States, as
well as a local representative office in at least one major
American city. Furthermore, there are a number of American
banks that are now established in Belgium, which makes for an
easy and accessible relationship for American companies.
Because of the lack of restriction, easy tele-electronic
communications, and fluent use of English, banking relationships
with the United States, and other countries, are smooth.

USA Workshop is a highly successful one-day event, scheduled to
take place just before ITB Berlin. About 90 American travel and
tourism companies and organizations meet with up to five hundred
Belgian and Luxembourg travel agencies, tour operators and other
travel trade professionals.
