Abstract:
|
The first document consists of talking points for the President in inaugurating National Crime Victims Rights Week. This is followed by a review of the history of this Nation's response to crime victims, with attention to efforts and legislation at the Federal level. A description of Federal Crime Victims Division activities focuses on victim services for victims of Federal crime in Indian country, emergency assistance for victims of Federal crime, training and technical assistance projects that improve the Federal criminal justice system's response to crime victims, and the monitoring of Federal compliance with the Victim Witness Protection Act of 1982. Another section of the manual focuses on VOCA (Victims of Crime Act) compensation and assistance program achievements, followed by a profile of Special Projects Division initiatives. A National Crime Victims Rights Week overview addresses the selection process, a letter that solicits nominations, and a listing of joint resolution co-sponsors. A tentative schedule for the week is provided, followed by biographies of 1992 award winners. Also included are a proposed invitation list for the Rose Garden Ceremony, a press release, an awardee plaque design, and a draft presidential proclamation. Copies of various victim-witness Federal laws are included, along with Attorney General guidelines for victim and witness assistance. |
