Comment Info: ================= General Comment:I am petitioning for a rule change/exemption for FAR 21.24,(a)(1)(ii) regarding the maximum weight of 2700 lbs. I petition that FAR 21.24,(a)(1)(ii) should read; Weighs not more than 3,700 lbs land and 4,375 lbs for a seaplane. It is extremely difficult if not almost a budgetary impossibility for general aviation to design a 4 place airplane that will carry fuel, luggage, and 4 adults at the specified weight and have any basic function for which the regulation seems to originally intended. Purpose of this action is to expand general aviation while possibly decreasing the cost of certification by using the Primary Category. The lack of certification in the Primary Category since its enactment speaks for itself. The current FAR is stated in partial below. Title 14: Aeronautics and Space PART 21?CERTIFICATION PROCEDURES FOR PRODUCTS AND PARTS Subpart B?Type Certificates ? 21.24 Issuance of type certificate: primary category aircraft. (a) The applicant is entitled to a type certificate for an aircraft in the primary category if? (1) The aircraft? (i) Is unpowered; is an airplane powered by a single, naturally aspirated engine with a 61-knot or less Vsostall speed as defined in ?23.49; or is a rotorcraft with a 6-pound per square foot main rotor disc loading limitation, under sea level standard day conditions; (ii) Weighs not more than 2,700 pounds; or, for seaplanes, not more than 3,375 pounds; (iii) Has a maximum seating capacity of not more than four persons, including the pilot; and (iv) Has an unpressurized cabin.
