Justification of Program Change

The Service currently performs a number of functions that could be competitively out-sourced, including real estate appraisals, land surveys, land title and abstracting, escrow, and cartography. By the end of FY 2003, we estimate that more than 10 FTE in the Migratory Bird Conservation account could be competitively sourced from the private sector. This work, predominantly appraisals and surveys of real property, would be competitively out-sourced as employees currently performing these functions leave through attrition.

The 2003 budget includes a legislative proposal to shift to agencies the full cost of the CSRS pension system and the Federal employee health benefits program for current employees. The estimated cost of this proposal for the Migratory Bird Conservation Account is [$645,000] in 2003.
