EXPRESSION OF INTEREST TO LEASE SPACE TO THE UNITED STATES GOVERNMENT 14HQA0001C
REQUIREMENT: National Oceanic and Atmospheric Administration (NOAA) is interested in receiving expressions of interest or availability for new or existing facilities and pier space to be leased in support of a new fisheries research vessel in mid 2014. This ship is to be home ported in San Diego Bay. It will replace the NOAA Ship David Starr Jordan, which is currently home ported in San Diego Bay. The new vessel will continue the series of surveys currently conducted by the Jordan and the area of operations will not change.
Detailed Requirement
Physical harbor features to accommodate the vessel
• Depth Alongside: o Minimum 24 ft MLLW- more will be necessary if the berth is subject to surge or siltation. o Desirable- Minimum 30' MLLW alongside. Minimum required to accommodate an FSV with a navigational draft of 20 ft; 30 ft with centerboard extended. Tidal range of less than 12 ft. A location not subject to strong currents (>1.5 knots).
• Approach: o Minimum depth 24 ft. MLLW, 30 ft. desirable for a width of at least 100 ft. o Preferred width of 147 ft. Well-marked, with lighted ATONs. Channel not requiring dredging more often than every 5 years. o Air draft (vertical clearance) not less than 102 ft.
Shoreside Facility Requirements
• Warehouse Space- 5400 sf desirable or 2700 sf warehouse plus 2700 open storage/laydown area near (w/in 300 ft) ship berth. o Minimum - Warehouse well-lit, free of rodents, and in good condition. • Office Space- o Minimum 300 sf. with nearby restroom, shower desirable. Structure well lit, free of rodents, and in good condition. Window(s) with view of pier, apron and ship approach desirable. o Desirable • Parking- Minimum parking for 20 cars. • Security- Level II security or better (per Interagency Security Committee). Security perimeter w/ gate guard preferred. Adequate exterior lighting required. Emergency power backup desirable.
Pier Structural Requirements
• Load capacity: Minimum standard - American Association of State Highway and Transportation Officials (AASHTO) HS20-44, to accommodate the live load of HS20-44 trucks. A HS20-44 truck is a 20-ton 2-axle tractor with a single-axle semi trailer; total weight of 72,000 lbs. A higher vertical load capacity of 500 PSF live load is desirable to accommodate the use of mobile cranes. Piers with concrete decks and piles or concrete decks and steel piles are preferred to creosoted or treated timber decks and piles. • Pier face should be at least 260 ft. in length. • Pier width a minimum of 20 ft, 30-35 ft desirable. • A minimum clearance between adjacent piers of 168 ft., 250 ft. or greater desirable. A minimum clearance between pier and in-water fixed obstructions of 105 ft; 126 ft or greater preferred. • Batter piles or other built-in fendering desirable. • Nearby small boat facilities desirable. • Fire protection. Shoreside response required waterside response desirable.
Pier Utilities Requirements
• Power: Two x 480V/400amp three phase plugs. Circuit breakers (vice fuses) ashore. • Potable water (40-60 psi) and fire main connections. • Sewer connection. • Telephone (Two lines for ship, one for office). • Cable TV, internet access desirable. • Garbage (required) and recycling (desirable) services available. • Ability to fuel; either by truck, barge, or pipeline while alongside desirable.
Other Requirements
• Ability to perform vessel dockside/topside maintenance and repair while alongside, including hot work inside and outside, abrasive blasting of exterior surfaces must be able to be performed alongside; in compliance with local and/or state restrictions, mitigating measures, and land use laws. • Weather Protection. Pier and apron must be sheltered from strong winds and storm surge. • NOAA must be the sole occupant of the pier space in order to prevent use conflicts.
DELINEATED AREA: The proposed delineated area, San Diego Bay, is a J-shaped natural harbor approximately 20 km long and 4 km wide bordered by the cities of San Diego, National City, Chula Vista, Imperial Beach and Coronado
LEASE TERM: 10 to 15 years with negotiable termination rights by the Government.
