Perhaps this application doesn't work under linux (developed under Microsoft Windows and not tested under linux)

Unzip all in a temporary folder
Copy the folder UroIrm Jar into the ImageJ plugins folder.

Start ImageJ
You can find the plugin at : Plugins -> MRU -> Application
