POSITION SUMMARY

Working as a human resources generalist, the incumbent will perform a variety of customer-oriented administrative duties in support of Computing Sciences human resources needs including interpretation of personnel policies, performance management, PeopleSoft reports, new employee orientation and employee termination, recruiting support, Spot Award and Outstanding Performance Award bonus programs. The Computing Sciences Human Resources Team provides a comprehensive range of human resources-related services to the National Energy Research Scientific Computing Division, the Information Technology and Services Division, the Networking and Telecommunications Department, the Mathematics Department, and Computing Sciences Administrative Services (employee and guest population of over 500).

DUTIES

Human Resources Administration and Systems Support. Act as a resource to employees, supervisors, and managers for interpretation of personnel policy, procedural questions for personnel actions, and requests for data or information pertaining to Division personnel. Provide information from PeopleSoft or Webhire in response to information requests from supervisors or management, including using prepackaged queries and developing ad hoc queries as needed.

Recruitment and Selection. Provide guidance to supervisors in developing postings for new or replacement positions and corresponding position descriptions to be used as a basis for recruitment. Make recommendations on appropriate classifications. Develop postings and ensure that all posted positions are entered into PeopleSoft. Work with supervisors to develop apprpriate recruitment materials and post with selected sources (e.g,. Internet Web sites, printed publications). Post positions on the Computing Sciences Web site and other Internet sites (training in HTML, UNIX, and vi will be provided). Complete selection logs and closed job packets to document the applicants identified during the recruitment process. Independently administer the hiring process for student assistants, GSRAs, and postdoctoral fellows according to established policies and procedures.

Performance Management. Assist supervisors and managers in developing performance reviews for probationary employees and serve as a resource during the annual performance review process. Assist in documenting performance and conduct issues as the need arises.

New Employee Orientation and Termination. Develop and implement a monthly new employee orientation program for Computing Sciences employees, including developing a "buddy" program. Perform exit interviews with employees leaving Computing Sciences and/or the Laboratory.

Compensation. Work with the HR Center Manager to standardize position descriptions, appropriately match positions to salary survey descriptions to obtain current market salary data, and develop a system to streamline both the annual update of position descriptions (when necessary) and efficiently match them with market surveys. Independently administer the Spot Award and Outstanding Performance Award bonus programs.

Other Duties As Required. Participate on Laboratory committees, carry out special projects, and other duties as required.

QUALIFICATIONS

Essential -- Extensive professional-level administrative experience with an emphasis in human resources administration. Substantial knowledge of personnel policies, procedures, and laws relating to human resources (e.g., recruitment/selection, compensation, and performance management). Strong analytical skills, including demonstrated ability to independently problem solve and to propose and implement solutions. Ability to work independently, to effectively plan/prioritize work to accomplish multiple projects within competing deadlines and amidst regular interruptions, and to be highly detail oriented and accurate within established time frames. Advanced computer skills with office productivity software applications (e.g., Word, Excel, Powerpoint), database applications (e.g., FileMaker Pro), Web browser and email software (e.g., Netscape Communicator, Netscape Messenger), calendaring software, human resources applications (e.g., PeopleSoft, Webhire), file/directory management tools (e.g., Windows Explorer), and other computer-related skills (e.g., installing new printer drivers). Strong written and verbal communication skills including the ability to prepare and give presentations, write and edit HR-related documentation, and advise staff at all levels of the organization regarding personnel policy and procedure. Superior customer service skills and demonstrated ability to be a good team player. Solid skills in mathematics (e.g., ability to convert an hourly wage to a monthly salary, ability to construct formulas for analyzing data in Excel), composition (e.g., creating business documents that are clear and correct in grammar, syntax, spelling, and style), and critical thinking (e.g., ability to problem solve, ability to see patterns in data that reveal inaccuracies). Competency in preparing charts, graphs, and tables summarizing personnel information from human resources data. Preferred -- Experience planning and directing the work of administrative assistants or human resources assistants. Previous experience with HTML, UNIX, and vi.
