1. Daniel Rasheed Johnson and Darnell Lee (E/PA) - PDF Version 2.5 megabytes
FALCON investigators arrested Johnson and Lee June 14 in Philadelphia. The Philadelphia Police Department wanted Johnson as a suspect in two separate murders. Lee was also wanted for one of those murders. In the June murder, Johnson and Lee allegedly approached Kareem McCoy, who was seated inside a vehicle on W. Pike Street and demanded McCoy’s jewelry and money. During the course of the robbery, Johnson and Lee allegedly fired several shots at McCoy striking and killing him June 3. In the May murder, witnesses say they saw Johnson shoot and kill Terrence Mickey in the area of 2200 Redner Way May 1. The motive for that murder is not known. A few months prior to that crime, Johnson reportedly became engaged in an altercation with another man at the Jazzland Bar in Harrisburg. As the man exited the bar, Johnson allegedly fired an AK-47 rifle at the man, striking the man’s friend and killing him Feb. 29. Johnson was also wanted for questioning in two other open homicides that occurred in Philadelphia during this year. Johnson was also wanted for an armed robbery in May as well as numerous weapons charges.

FALCON investigators arrested Kendrick June 19 in Indianapolis, Ind. An unidentified subject armed with an unusual looking high-powered handgun robbed the Huntington Bank on North Post Road in Indianapolis April 22. During the commission of the robbery, the armed man fired a close-range shot at an employee of the bank, striking her in the stomach. The suspect then fled the scene on foot with an unknown amount of money. The bank teller, who was five-months pregnant with twins, was rushed to the hospital where doctors were unsuccessful in their attempts to save the children. The U.S. Marshals Task Force assisted the Indianapolis Metropolitan Police Department in their investigation. The Sheriff of Marion County, Frank Anderson, received a call June 9 from an individual stating they had information about the case. FALCON investigators developed information obtained from the cooperating individual and interviewed a male subject. During the interview, Aaron Stewart admitted his role in the robbery and identified Brian Kendrick as the man who went into the bank and allegedly committed the crime. FALCON team members located several addresses and on the evening of June 19, Kendrick was taken into custody and charged with attempted murder, robbery, two counts of feticide, and possession of a handgun without a license. Stewart was charged with conspiracy to commit robbery.

3. Jesus Felix-Salazar (N/CA) - PDF Version

FALCON investigators arrested Felix-Salazar June 11 in Gilroy, Calif. In Mexico on Jan. 3, 1998, Felix-Salazar allegedly approached Lucian Perez Montoya, Montoya’s wife, and their friend who were in a car outside Montoya’s house. Felix-Salazar began yelling at Montoya to get out of the car. When Montoya refused, Felix-Salazar allegedly shot Montoya several times, killing him. During the course of the killing, Felix-Salazar also allegedly shot Montoya’s wife in the abdomen leaving her critically wounded. The Procuraduria General de Justicia Del Estado, Baja California, Mexico issued a warrant of arrest for Jesus Felix-Salazar for homicide. In February 2007, Mexican authorities approached the U.S. Marshals Republic of Mexico Foreign Field Office and requested assistance in locating Felix-Salazar in the United States. In March 2007, U.S. Marshals forwarded an official letter to Mexican authorities requesting a Provisional Arrest Warrant for the apprehension of Felix-Salazar also known as El Dragon. Further investigation revealed Felix-Salazar was residing in Gilroy, Calif. Immigration and Customs Enforcement records indicated Felix-Salazar was legally residing in the United States as a permanent resident. In April 2008, at the request of the USMS Mexico City office, Deputy U.S. Marshals in Northern California located Felix-Salazar. FALCON team members arrested Felix-Salazar at his residence June 11 without incident.

FALCON investigators arrested Woods June 17 in Huntington, W.Va. Woods was wanted on two counts of sexual abuse by a parent or guardian in Cabell County, W.Va. Statements from the victim allege that on several occasions between September 2006 and December 2007 Woods had sexual contact and sexual intercourse with the victim, who was seven when the alleged abuse began. In the victim’s statements, Woods had male friends come to the residence to watch Woods sexually abuse the child. The associates reportedly would laugh, take pictures, and blow marijuana and crack smoke into the victim’s face. Woods also poured liquor into the victim’s mouth on several occasions. Several times during the sexual assault of the victim, Woods would throw the victim down the stairs, on the bed, or into the bathtub causing bruises. Lastly, it was alleged that Woods cut the child’s clothes off with scissors if the victim was not compliant to his demands. Information was received June 17 that Woods was staying at the Westwood Acres Apartments on the west end of Huntington, W.Va. FALCON investigators went to the apartment and came across Woods trying to flee over a fence behind the apartment. Woods gave up after officers drew their weapons and verbally commanded him to surrender. Woods was taken into custody without further incident.

5. German Reyes (D/MA) - PDF Version

Dominican Republic authorities, through coordinated efforts with the U.S. Marshals Dominican Republic Field Office, arrested Reyes June 30 in Santa Domingo. Reyes fled from court Oct. 23, 2006 before a jury could hand down a sentence for his alleged crimes. Reyes, one of the Massachusetts State Police Most Wanted, was charged with rape, sodomy, abuse of a child, indecent assault, battery and incest. The investigation revealed that between October 1998 and February 2005 Reyes sexually molested his daughter, who was 11 at the time she was first sexually assaulted. In 2006, after all the evidence had been presented to a jury, but prior to the verdict, Reyes absconded from the court during a recess and failed to return. Law enforcement authorities were able to determine Reyes had fled to the Dominican Republic, his native country. The Dominican Republic’s Direccion Nacional Control de Drogas Fugitive Unit developed information that Reyes’ sister had allegedly assisted him and was financially supporting him while on the run. On June 30, surveillance was initiated at his sisters’ residence that resulted in Reyes being spotted. Reyes was arrested the same day. Reyes is currently incarcerated awaiting an extradition hearing.

6. Carlos Gonzalez (C/CA) - PDF Version

FALCON investigators arrested Gonzalez June 24 in Pomona, Calif. Gonzalez is a documented “Cherryville” criminal street gang member and has an extensive past criminal history for firearms violations, assaults and narcotics. Gonzales was arrested on a parole violation by FALCON team members. During the arrest, a small cache of guns and narcotics were found buried under a dog house in the backyard of the residence. Falcon investigators seized the following from the buried cache: a Mini 14 Assault rifle; an AR-15 rifle; 100 rounds of .762 ammunition with accompanying high capacity drum; and 5.5 grams of methamphetamine.

FALCON investigators arrested Edwards June 9 in Trenton, N.J. Edwards is a known member of the “GKB Bloods Street Gang” and was wanted by the Trenton Police Department and the Mercer County Prosecutor’s Office on charges of conspiracy to commit murder.

FALCON investigators arrested Chapman June 23 in Jamaica, N.Y. Chapman was wanted in North Carolina for a double homicide. On May 26, Chapman allegedly fired a 45-caliber handgun into a car in Warsaw, N.C. Chapman missed his target and hit his intended target's pregnant girlfriend in the passenger seat. The girlfriend survived the gun shots, but the twins she was carrying were delivered prematurely and both babies died the following day. Chapman is believed to be an associate of the “Bloods” street gang. The investigation showed that Chapman immediately fled to New York City. FALCON Investigators arrested Chapman without incident at a friend's house in New York.

FALCON investigators arrested Young June 13 in Jamaica, N.Y. Young was wanted by the Richmond City Police Department in Virginia for his alleged role in the shooting death of 14-year-old Deshun Taylor. Young and at least two associates are alleged to have fired multiple rounds at another group of men they had been arguing with. Deshun Taylor, an innocent bystander walking to a neighborhood store, was struck in the head by a stray round and died June 11. A team of FALCON investigators in Richmond developed information that Young and some of his associates were in New York City and contacted FALCON investigators there. FALCON investigators located and arrested one of Young's associates on unrelated charges as he attempted to flee a residence onto nearby scaffolding. Hours later they located and arrested Young, who was found hiding in the rear bedroom of an apartment. News of the arrest was announced to family, friends and citizens later that evening during a vigil being held in honor of the 14-year-old victim.

10. Marcos Antonio Ordonez and Eduardo Valls (S/TX) - PDF Version

FALCON investigators arrested Ordonez and Valls June 27 in Laredo, Texas. Ordonez and Valls were wanted, along with Rodolfo Quintanilla, by the Laredo Police Department for aggravated assault with a deadly weapon. During a fight at a party, the three subjects allegedly beat the victim, striking him in the face and head with beer bottles and other unknown objects until he was unconscious. When witnesses attempted to intervene, one of the subjects allegedly brandished a handgun and ordered everyone to not get involved. The assailants fled the scene. At the time of the arrest, suspected narcotics, paraphernalia and firearms were observed in plain view. FALCON team members obtained a search warrant for the residence and the following items were seized from the residence: a .357 Smith and Wesson Revolver; a .40 cal. Smith and Wesson Semi Automatic Handgun; a .22 cal. Smith and Wesson Semi Automatic Handgun; two 12 gauge Mossberg Semi Automatic Shotguns; a 7.62 AK47 Assault Rifle; six boxes of assorted ammunition; $625; jewelry; 53 grams of cocaine packaged for individual sale; digital scales; materials used for narcotics packaging; and numerous magazines for various firearms. The subjects face additional charges including distribution of controlled substance, felon in possession of a firearm and possession of a firearm during a drug trafficking offense. The third subject, Quintanilla, was arrested the previous day by the Laredo Police Department.

FALCON investigators arrested Latulippe June 3 on a Provisional Arrest Warrant in Hampton, N.H. The warrant for Latulippe’s arrest was issued in the District of New Hampshire and related to a request from the government of Costa Rica. Authorities in that country had sought Latulippe since 2006 for charges relating to an extensive investment fraud scheme. According to Costa Rican authorities, Latulippe allegedly defrauded numerous individuals of more than $2.3 million. FALCON investigators developed information indicating Latulippe fled to a residence in Hampton. The FALCON team established surveillance at that site and later observed Latulippe riding in a vehicle. Investigators followed the vehicle, conducted a traffic stop and took Latulippe into custody. Latulippe currently remains in custody pending extradition to Costa Rica.

FALCON investigators arrested Smith June 20 in rural Cheatham County, Tenn. Authorities in Tennessee wanted Smith for parole violation related to a conviction for aggravated assault. FALCON investigators developed information on Smith’s location, responded to that site and observed Smith’s front door had been left open. Investigators announced their presence and purpose, entered the home and began to search for Smith. While conducting the search, investigators observed numerous piles of firearms in plain view. Investigators secured the residence pending the issuance of a search warrant. As officers secured the home, Smith returned and gave his consent for investigators to search the remainder of the home. In total, FALCON investigators seized 46 stolen firearms from Smith’s home. This included 28 rifles and shotguns, as well as 18 handguns. Investigators also seized two stolen all-terrain vehicles. Smith has an extensive prior criminal history of convictions for trafficking marijuana, child abuse and aggravated assault.

13. Steve Kwon and Jae Hwan Shim (C/CA & D/AZ) - PDF Version

FALCON investigators arrested Steve Kwon and Jae Hwan Shim June 23 at the Port of Entry in Douglas, Ariz., after the two were deported from Mexico. The Los Angeles County Sheriff’s Office in California wanted Kwon and Shim, South Korean nationals, on four counts of murder. Authorities in Los Angeles County allege Kwon and Shim murdered four individuals, a NASA engineer, an unidentified woman, a 10-year-old boy and a 13-year-old girl, at a home in Quartz Hill, Calif. Firefighters discovered the bodies after extinguishing a house fire June 23. LASO developed information identifying Shim and Kwon as the alleged assailants as well as leads indicating they fled to Mexico and contacted the U.S. Marshals for assistance. FALCON investigators subsequently coordinated the location, arrest and deportation of Kwon and Shim with LASO, Arizona’s Cochise County Sheriff’s Office, the U.S. Marshals foreign field office in Mexico City, U.S. Customs and Border Protection and Mexican immigration authorities. Kwon and Shim currently remain in custody in Arizona pending extradition to California.

14. Tai Trinh and Stephanie Trinh (M/FL & D/MA) - PDF Version

FALCON investigators arrested Tai Trinh in Orlando, Fla., and Stephanie Trinh in Dorchester, Mass. Both were arrested June 4. Federal authorities in Massachusetts wanted Tai and Stephanie Trinh, brother and sister, on charges relating to their alleged participation in a major drug trafficking organization that distributed large quantities of narcotics throughout Boston and the greater New England region. Federal authorities previously took 22 members of this organization into custody during a February 2007 operation, but the siblings escaped immediate capture. FALCON investigators developed information that Tai Trinh fled to Orlando and that Stephanie Trinh was in Dorchester. FALCON investigators responded to those sites and took both subjects into custody. Tai Trinh is facing charges for money laundering and conspiracy to possess and distribute narcotics. He also has a criminal history of firearms trafficking. If convicted, he faces a minimum 20-year sentence. Stephanie Trinh faces money laundering charges. Investigators have seized nearly $3 million in currency and assets from the organization in prior investigations.

15. Roger Allen Chipman (E/WI) - PDF Version

FALCON investigators arrested Roger Allen Chipman June 4 in Milwaukee, Wis. The Michigan Department of Corrections wanted Chipman for escape, after he walked away from a prison work detail in 1970. At the time of Chipman’s escape, he had been serving a five to 10-year prison term for a 1968 conviction for indecent liberties with a minor. Once the U.S. Marshals adopted the case, FALCON investigators determined Chipman had assumed a false identity using the name Roger Allen Hansen. U.S. Marshals discovered that in 1978 authorities in Milwaukee arrested Chipman under this alias for sexual assault on a child, and again in 1995 for criminal sexual assault. Chipman registered as a sex offender using his alias. Acting on information obtained from the sex offender registry, FALCON investigators identified Chipman’s location, responded to that site and took him into custody. While attempting to locate Chipman, investigators also developed information that he fraudulently obtained Social Security benefits. Chipman may face additional federal charges relating to those allegations.
