Severe winter weather prevailed during the first inontli of the new year throughout the larger portion of the dis- trict; great cold, heavy rains, and consequent flooding of tho rivers, and considerable snowfall were the principal features. With respect to temperature the month ranks as one of the coldest in 30 years, and at several places all previous records for low temperatures in Janiiaq- were broken, and minimum temperatures occurred almost e ualing those recorded during the remarknblo cold wtve the district. The lowest temperature at Riclimond, Va., this month was 0.6' below zero, as compared with 3' below zero in February, 1899, arid at Lynchburg, Va., the minimum, 7' on the 14th, is the lowest recorded since the establishment of the station in 1S72. Except in Florida, the State means were generally the lowest for any winter month since January, 1893. The deficiency in temperature for the district as a whole was nearly So, in marked contrast to December, 1911, which was 4 O warmer than the average. Three distinct storms took the southward path across the Gulf States, and two passed neur the western bounclary of the district, resulting in frequent and heavy rains and more than the usual aniouiit of snowfall. ,4 marked excess in precipitation occurred in all of the Gulf St,ates except Mississip i , and the unmelted snow in the northern Georgia to over 7 inches for the Virginia area. However, a period of fine, warmer weather prevailed from about the 20th to 27th, with teiiiperatures generally above nor- mal. The month closed with heavy rains on the 29th and 30th. The highest atmospheric pressure for tlie month oc- curred on the 5th in tlie southern portion of the district and on the 13th in the north, with n iiiavimum of 30.59 inches at Richmond, Va. The lowest pressure was 29.60 inches a t Norfolk, Va., on the 13th. o 4 February, 1899, expecially in the northern portion of portion of the cy istrict ranged from 3 inches for northern TEMPERATURE. The average temperature for the district was 41.2' or 4.6' below the normal, tho State nvera es showing de- artures that ranged from -0.6' for F P oridn to -7.5' for the Virginia area. Over t,he southern lialf of Florida the monthly mean temperatures were slightly above normal, but the deficiencies increased froin near riorrnal in northern Florida to oror 9' at, stations in Virginia. The monthly means at individual stations were below the freezing oint at a few places in Virginia and North over the greater portion of the district the nionthly means ranged between 40' and 45', except in Florida, where they were higher, Carolina, wit 7 1 the lowest 30.8' a t Hot Springs, Va., but The 1st day of January was warm, and in Florida also the 3d, after which the month was characterized by con- tinuously low rather than by fluctuating tem eratures until the 20th, when the weather became gecidedly w-nrnier. The most marked periods of cold weather pre- vailed from the 5th to Stli, aiid 13th to l'ith,with thelowest temperatures generally on the 14th or 16th. On the 14th minlmum temperatures below zero occurred at 13 stations in Virginia and a t 1 in North Carolina, with the lowest for the district 16' below zero at Lexington, Va. Boone- ville, Miss., reported 3' below zero on the 7th. From South Carolina to Alabama 'the 16th was the coldest day, with the minimum temperatures ranging from 0' a t Mineral Bluff in northern Georgia t o 6' at several laces During the last decade of the month temperature condi- tions were inore agreenble, the highest for the month ranging above 70' south of Virginia and reaching over 80' in Georgia and Florida. The maximum for the dis- trict was 87' a t Homestead and Orange City, Fla., closely folIowed by 83 a t Valdosta, Ga. The James River a t Richmond was frozen from shore to shore, but the ica was not thick enough to prevent navigation. At Lynchburg ice formed in the river to a thickness of 6 inches. For the fmt time in 10 ears the Neuse and Trent Rivers were frozen over at R ewbern N. C. in South Carolina, 5' in Alabama, and 21' in F P orida. PREOIPITATION. Rain and snow were frequent during the h t two de+ ades of Januarj, with but three very brief periods of hardly more than one or a t most two consecutive days of fair weather, about the 5th, loth, and 16th to 17th. The snowfall was heavy in the northern portion of the district, and sleighing was enjoyed a t many places where it is a rare pleasure. The average precipitation for the entire district was 4.82 inches, or 1.07 mches above the normal. The excess was considerably greater than this in South Carolina, Georgia, Florida, and Alabama, wbile there was a small deficiency in the re- mainin portions of the district. ginia area to 6.35 inches for Alabama. MONTHLY WEATRER REVIEW. 15 the rivers. The maximum 24-hour fall on the 8th was 5.85 inches at Bowman, S. C., and on the 29th, 5.23 inches at Auburn, Ala. Snow waa general on the 7th and 13th, and smaller amounts fell on several other dates in the nort'hern lor- snow was 3 inches for northern Georgia, 5 inches for the Carolinas, and 7 inches for Virginia. The greatest monthly amount was 17 inches at Spottsville, Va. Good sleighing last,ed from t,he 7t)h to t,he 17t.h nt R,ichmoncl, breaking the records for duration of substantial snow covering at that place. At Lynchburg the ground was covered with snow during most of the mont,h. The snow- fall on the 13th was the heaviest in many years in eastern North Carolina, 10 inches or more falling at Parkersburg, Lumbert,on, Elizabetht'own, and Sloan, and S inches along the coast from Beaufort to Wilmington. On the same dat,e the snowfall was quit.e considerable over South Caro- lina and Georgia, and traces fell even as far south as Savannah and Thomasville, Ga., and Jacksonville and Pensacola, Fla. tions of the district. Moderate floods occurred during the lat'ter part of De- cember and the first half of January in t,he Tombigbee and Blac,k Warrior Rivers in Alabama, and timely warn- ings were issued by t'he official in charge of the river dis- t.rict at Mobile, whch were of value to lumbering interests. The lowlands below DemopoIis were flooded, but the dam- age was small. The crest' stages were: At Fulton, Miss., 17.7 feet on Januar 2, flood stage 17 feet; at Aberdeen, 32 feet, January 3, Jood stage 33 feet; and at Demo o h , oint the river remained above the flood stage unbil fanuary 17. Warnings for moderate floods in the lower courses of the Flint and Chattahoochee Rivers in southwest'ern Georgia were issued from Atlanta on January 9. The maximum stages attained were: Albany, on the Flint River, 24.4 feet on January 11, flood stage 20 feet; Bainbridge, 26 feet on the 13th, flood stage 22 feet, the river remaining above flood sta e for seven days. The Chattahoochee a t Alaga attainei a stage of 25.3 feet on the loth, flood stage 30 feet. Warnings for another moderate rise in the Chattahoochee were also issued on January 29, the river attaining at the close of the month maximum stages of 14.6 feet at West Point and 32.5 feet at Ehfaula, Ala. Flood stages were also attained at Abbeville and Lumber City on the Ocmulgee River. The damage resulting from these floods was small. The mean stages of the livers of South Carolina for January were generally much above the normal. Warn- ings were issued for high stages in the Pedee, Lynch, and Black Rivers, and the maximum stages attained were as a rule slightly above flood stages, but without much damage. 48.5 on January 5, flood stage 35 feet. Variable winds revailed over the district durin the in Virginia, North Carolina; and Florida, west in South Carolina, northwest in Oeor ia, and north in Alabama and Mississip#. The average aourly velocity exceeded 10 miles at orfolk, Hatteras, Charleston, Savannah, Pensa- cola, and Atlanta. The highest veloc,ities were: Hat- teras, 54 miles from the northwest on the 9th; Pensacola, 52 miles from the southwest on the 8th. The grand chasms and cataracts at Tallulah, which are famous far beyond the limits of Georpa, are situated in the northeastern corner of the State in Rabun County, about 10 miles above the junction of the Tallulah River with the Phattooga, which toeether form the sources of the Savannah River. The development of ower at this site has been under- taken by the Georgia gailway & Power Co. The work of constructing the dam and power house is roceeding , about 600 men being employed. TIe dam is at Tallulah Falls. It will be 110 feet high and about 350 feet long, and will be constructed entirely of concrete. The lake formed will consist of about 3 miles of still water. Other storage lakes will be made 12 and 15 miles up the river. The tunnel which will conduct the water from the lake to the forebay will be 12 feet wide, 15 feet hi h and l a miles long and will be lined with concrete. Ti; inclination of the tunnel is small, the forebay being only 133 feet lower than the intake. The foreba is 90 feet deep, 30 feet wide and TO feet long, and wig be reenforced with steel and h e d with concrete. Six pent- stock tubes 5 feet in diameter will carry the water to the turbines which will operate the electric generators. The fall from the forebay to the power house is 600 feet, and each turbine will develop about 13,000 horsepower, mak- ing this probably the largest water-power plant in the world.
