Wire shall be capable of slewing 72 degrees and achieving the pointing accuracy and stability requirements within three minutes.
Time to slew and settle from target to target drives observing efficiency and required mission life to meet science requirements. Three minutes was selected as a resonable time for the ACS.

Analysis and dynamic simulation
Given the earth avoidance constraint, this implies a nominal 72 degree slew within a three minute period between observing segments, which will last about 15 minutes.
