All are very good questions. We have "adopted" the red book (Interagency Standards for Fire and Fire Aviation Operations") but not as policy. Our FSM/FSH trump the red book every time. The red book was the BLM's sole guidance for fire operaitons, their policy and operations manual rolled into one. Someone decided what a cool idea if we all worked off the same song sheet. Last year was the first attempt, each chapter had agency-specific caveates at the end, creating a lot of confusion. 2003 was better, but still is confusing to some. The goal for 2004 is to include only those policies that are, indeed, across-the-board, the rest will be maintained in agency specific manuals and handbooks. I often have people tell me what the "Fire Red Book" says on one thing or another. They say that the Fire Red Book is policy blessed by Fire, Safety, and the Chief. They say it takes precedence over other Forest Service policy but are not suer when it kicks in. Some say they think it becomes the rule as soon as a P-code is assigned to a fire. What is the Fire Red Book? Is it part of FS manuals and handbooks? FSM/FSH? Where can I get a copy? Is it on the internet or intranet? Is it a source that it is valid to reference in our FSM and FSH revisions?
