WORK HOURS: Full-time; 40 hours/week

SALARY:  *Not-Ordinarily Resident: FP-04 or FP-05/FP-06 at the trainee level
(Starting salary to be determined by Washington)
*Ordinarily Resident:  FSN-10 Salary Range ETB 85, 711 – ETB 142,411 p.a.
or FSN-09 Salary Range ETB 69, 171 – ETB 117, 015 p.a. or 
FSN-08 Salary Range ETB 55, 903 – ETB 93,139 p.a. at the trainee level.

The U.S. Mission Addis Ababa is seeking an individual for the position of Cultural Affairs Specialist in the Public Affairs Office of the Embassy.  A copy of the complete position description listing all duties and responsibilities is available in the Human Resources Office.  Contact (251-11-517-40-00, Ext. 4236)

BASIC FUNCTION OF POSITION
Under the general supervision of the Cultural Affairs Officer, position serves as one of two locally employed staff members responsible for the successful design and implementation of Public Diplomacy activities at the U.S. Mission to Ethiopia; works as a member of the Cultural Affairs team; establishes and maintains high-level professional contacts within relevant Ethiopian government agencies, academia, and the private sector, these include senior officials of Ethiopian private and public universities, Vice Ministers, Commissioners and other high level officials of the Ministries of Culture, Education and Foreign Affairs; keeps PAO and CAO informed of changes and trends in Ethiopia’s cultural, educational, social, economic and political structures; plans and carries out public diplomacy programs designed to further the U.S. Mission’s Strategic Goals and to create a better understanding of U.S. foreign policy among the Ethiopian public.  Examples of such programs are Academic and Cultural Exchanges, Educational programming and English Language Teaching programs, outreach to the Ethiopian Muslim community, and Advising on study in the U.S.A.

QUALIFICATIONS REQUIRED

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Required Education: Master’s degree in liberal arts or closely related field is required.
2. Required Experience: Five years of progressively responsible experience in educational and/or cultural activities is required. 
3. Language Requirement: Level 4 (Fluent) Speaking/Reading English and Amharic is required.     
4. Other Skills: Must have a thorough knowledge of Ethiopia’s political, economic, social and educational structure; institutions, political parties and cultural movements, historical development; and key figures in the mass media, professions and military; Excellent knowledge of Ethiopia’s Muslim community, its institutions, history, and traditions;  Excellent knowledge of U.S. society, art, culture, education, and social and political process; Ability to plan, arrange and execute Post’s cultural and educational programs, and to draft program materials and reports in English and ability to offer guidance in identifying and developing cultural affairs program are essential.
5. Interpersonal Skill Requirements: Ability to develop and maintain extensive high level contacts in cultural, governmental and educational circles. 
6. Required Minimum Qualifications for Training Level: Master’s degree in liberal arts or other related field; minimum of 2 years of progressively responsible experience in educational and/or cultural activities; and Level 4 (Fluent) Speaking/Reading English and Amharic are required.

Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.  Current employees serving a probationary period are not eligible to apply.
