SUBJECT: AIRCRAFT REQUIRED EQUIPMENT PROPOSED NEW RULEMAKING: This proposed new rulemaking pertains to any FAA 14CFR Regulation covering the Certification of, or Required Equipment on, all aircraft registered and legal to fly in the USA under, but not limited to, Parts 61, 91, 135, 137, 141, 121 and military aircraft. XX.1 EMERGENCY DESCENT WARNING DEVICE ?All fixed wing and rotary aircraft registered in the USA or its territories, and any aircraft of foreign registry that flies over or lands in the USA or its territories must be equipped with an operational FAA Approved EMERGENCY DESCENT WARNING DEVICE.? DESCRIPTION: The EDWD is a unique sounding horn or siren that is readily recognized as an aircraft in distress. The EDWD is loud enough to be heard on the ground while at an altitude of at least 10,000 ft agl and a horizontal distance of at least 10 statute miles. All EDWD devices are required to have the same identical sound. Initial EDWD will be pilot controlled. Future models may be activated through the transponder or some other auto-activation device. PURPOSE: EDWD will save lives by giving people and animals time to react to an approaching aircraft in distress and seek shelter or get out of harms way. EDWD allows witnesses to take notice and pinpoint the crash site location, enabling quicker response time by emergency personnel, particularly in remote areas. COST: For new aircraft production the cost per unit will be minimal. With the correct design, retrofit will also be very affordable. The first time a EDWD saves one life, or many lives, it will be paid for.
