LOCAL INITIATIVE FOR AFFORDABLE WASTEWATER (LINAW) PROJECT
USAID is assisting several Philippine local government units (LGUs) to develop innovative solutions for reducing pollution through the Local Initiatives for Affordable Wastewater Treatment (LINAW) project.
During Phase 1 of the project, which ran from 2003 to 2005, LINAW worked with the cities of Dumaguete, Iloilo, Muntinlupa and Naga to develop decentralized wastewater systems that use low-cost technologies to reduce water pollution and comply with the requirements of the Philippine Clean Water Act. LINAW assisted these four participating LGUs by engaging in a participatory process to identify pilot project priorities, explore appropriate technology and financing solutions (e.g., loans, public-private partnerships, user fees), support project design, facilitate public awareness raising campaigns and improve or develop relevant policies.
Under Phase 1, each LINAW city launched efforts to develop and implement wastewater action plans that included adoption of new technologies and systems:
- Dumaguete is developing the first LGU-owned and operated septage treatment facility that will treat septage pumped out from the city’s septic tanks on a regular basis. The city of 110,000 people has approved a corresponding septage management ordinance and user fees that will cover operation,maintenance and capital costs.
- Iloilo is creating a barangay septage management system and plans to add a decentralized piped system to treat the effluent from the area’s septic tanks.
- Naga is currently securing financing for low-cost treatment systems designed for the city slaughterhouse and public market.
- Muntinlupa has completed construction of the first LGU-owned public market wastewater treatment system that employs low maintenance and low cost technology. The facility is cleaning up the wastewater from the public market that meets DENR water quality standards before discharging it to the nearby creek.
Under Phase 2 (2005-2007) LINAW is:
- providing additional technical assistance to the four cities to complete project development and construction;
- replicating the successful Phase 1 approach in three additional cities: Calbayog, Malaybalay, and San Fernando, La Union; and,
- sharing informational materials with local governments throughout the country through the League of Cities of the Philippines, outreach workshops and collaboration with USAID’s ECO-Asia Program; and institutionalizing training programs for local engineers to design, operate and maintain low-cost treatment systems.
