ePMA News and Information

The ePMA system was deployed on September 30, 2004. The system is being used by National Laboratories, Site/Field Offices and two Headquarters Program Offices, the Office of Science and the Office of Energy Efficiency and Renewable Energy.

ePMA Application Offline
January 15, 2008 -The Office of Scientific and Technical Information (OSTI) is developing a new on-line tool for the submission and access of Laboratory Field Work Proposals (FWPs). This new tool is to be called Searchable FWP and it is expected to be released by the end of FY 2008.

From now until the launch of this new tool, a new process has been developed for submitting FWPs to the Office of Science. This new process, called the Interim FWP System, should now be used. The form and instructions are available on this site's Home page.

ePMA Application Moved to a New Server
MARCH 5, 2007 - The ePMA Project Team is pleased to announce that ePMA has moved to a new location at a SunGard data facility in Philadelphia, which should result in faster proposal processing and solve the “time out” problem that has aggravated system users in the past. This move will also make Helpdesk service available during weekends and for a longer time on weekdays.

PTC (Parametric Technology Corporation) and NetIDEAS are the application support and software development contractors who replaced Computer Sciences Corporation (CSC) as the prime contractor for the system. [Read more in the March 2007 Spotlight]

ePMA Announces New Laboratory Interface Project
SEPTEMBER 27, 2006 - ePMA launches the Basic and Applied Research and Development (BARDI) Project, which is establishing a new interface with the major National Laboratories to enhance the Office of Energy Efficiency and Renewable Energy’s research and development project management. David Henderson Becomes Project Manager
SEPTEMBER 11, 2006 - David Henderson of DOE’s Office of Scientific and Technical Information has become the ePMA Project Manager. He replaces Vince Dattoria of the Office of Science, who became Project Manager in February 2005. Mr. Henderson joined the Project Team in September 2005, replacing Greg Long as Technical Manager. CIO Presents Technical Excellence Award to ePMA Project Team
MARCH 21, 2006 - The Department of Energy’s Chief Information Officer, Thomas Pyke, Jr., presented the ePMA Project Team with a Technical Excellence Award at DOE’s 2006 Annual Information management Conference (AIMC) in Austin. [Read more in the June 2006 Spotlight Extra]

David Boron Named Deputy Project Manager
FEBRUARY 6, 2006 - David Boron has been named ePMA Deputy Project Manager, a position recently vacated by Joe Malinovsky, Director of EERE’s Office of Information and Business Management Systems. ePMA Deploys Release 3
FEBRUARY 6, 2006 - ePMA Release 3 employs new functionality and many enhancements based on recommendations from Site Administration Managers (SAMs) and system users. The enhancements include the incorporation of 37 Software Change Requests (SCRs) submitted by SAMs and approved by the ePMA Joint Change Control Board. [Read more in the Feb. 2006 Spotlight]

ePME is Now ePMA
SEPTEMBER 12, 2005 - ePME successfully deployed its first production release a year ago. Having reached this defining milestone, and having received feedback from our users, we thought it appropriate to change the name from the E-government R&D Portfolio Management Environment (ePME) to the Electronic Proposal Management Application (ePMA). Cathy Dixon Joins Project Team
AUGUST 7, 2005 - Cathy Dixon of DOE’s Office of Scientific and Technical Information, has joined the ePMA Project Team as Project Management Associate. She replaces Dwayne Coryell as the project Webmaster. [Read more in the Sept. 2005 Spotlight]

ePME Reaches New Milestone
MAY 31, 2005 - On April 29, the Department of Energy concluded a three-month demonstration of the ePME system which affirmed the system’s ability to electronically route research and development proposals from National Laboratories to Headquarters Program Offices. [read more]

Improving ePME with User Feedback
MAY 31, 2005 - The ePME team has established a Software Change Request (SCR) process to improve the system and make it more user-friendly by asking users to recommend changes to the application. Recommendations can range from altering the application’s look and feel to adding functionality. [read more]

Production Test Underway
FEBRUARY 25, 2005 - ePME is open for business! On February 1, the ePME system began receiving research and development proposals from the National Laboratories for a production test scheduled to last through the end of April. A limited number of programs comprising a representative set of the Department’s R&D portfolio are participating using actual R&D proposals. The ePME system will remain open for use after the test period ends. [read more]

FEBRUARY 2, 2005 - During the Production Test, a limited number of programs comprising a representative set of the Department’s R&D portfolio are participating using actual R&D proposals. Laboratories are submitting R&D proposals for the FY 2005 execution year, the FY 2006 Initial Financial Plan, and the FY 2007 budget call, depending upon the business practices of the program. Training Update
OCTOBER 28, 2004 - We have developed a training strategy that provides sufficient training support to meet the needs of end users within the available time and resources. First, Site Administration Managers (SAMs) will be trained. After SAMs are trained, they will assist end users in accessing training materials and will provide a first line of Helpdesk support. To facilitate end user training, an online curriculum of training tutorials will be posted on the ePME project Web site. [read more]

eIDK Beta Test a Success
OCTOBER 28, 2004 - Another successful milestone occurred on July 13-19, 2004, when Argonne National Laboratory staff verified the ability of the Electronic Interface Developer’s Kit (eIDK) to upload proposals during an eIDK beta test. [read more]

Prototype Evaluation Results

What is a SAM?
OCTOBER 28, 2004 - SAM stands for Site Administration Manager. SAMs play an ePME leadership/liaison role in their organization in the implementation, training, and ongoing operation and support of the ePME system. SAMs are highly skilled, highly motivated, and highly appreciated. SAMs have a good understanding of their organization’s R&D proposal processes and have a high level of credibility in their user community. [read more]

ePME "Goes Live!"
OCTOBER 1, 2004 - On September 30, 2004, the ePME system software was deployed to the Department of Energy’s Application Hosting Environment on schedule and on budget. This first phase of the ePME system provides the capability to electronically receive and review research and development proposals from the national laboratories. Training Schedule Delayed
AUGUST 23, 2004 - Due to a partial overlap in the STARS/ePME user community, the ePME project will postpone training with its user community until late October and early November of 2004. [read more]

Site Administration Manager (SAM) Training Schedule
JULY 21, 2004 - The revised training schedule for SAM classroom and Webinar training has been released. Based on comments and feedback from the preliminary schedule, the ePME Training Team tried to accommodate everyone’s needs, though we realize that this may not have been possible in all cases. Electronic Receipt and Review Deployment Coming September 30
JULY 21, 2004 - Electronic Receipt and Review is scheduled for deployment on September 30, 2004. The ePME system software will be deployed in the Department of Energy’s Application Hosting Environment, and will be accessed by up to 32 DOE organizations. [read more]

eIDK Beta Test Scheduled for July 2004

Electronic Receipt and Review Training Underway
JULY 21, 2004 - On June 29, ePME Site Administration Managers (SAMs) received the first round of training for Electronic Receipt and Review during the SAM Kickoff Webinar, which was attended by 64 individuals and included a live system demonstration. [read more]

eIDK Training Scheduled for July 13
MAY, 2004 - On July 13, the ePME team will conduct training on the eIDK to selected national laboratories. Time and length of the training is to be determined. [read more]
