Subject: File #s-7-5-99 Author: Date: 4/5/99 8:59 PM SEC- I have read the rule on the BB stocks and cannot conceivably think you would require market makers to make decisions on BB Stocks. That is like asking Casino's in Las Vagas to tell you what slot machines are better than others. The fact is that this is a free market mechanism. It is up to people who invest in BB stocks to do their due dillegence and research before they invest. investing in stocks in a risky business. There is no guarantee the market will go up. You cannot ask the market makers to make decisions on penny stocks because it would cause many to drop penny stocks altogether and rob many companys any possibility of raising capital or growing to become a well regarded company. I understand you are doing this for investors. I am a penny stock investor and think you will hurt the liquidity of the penny stock market. It would lead to fraud and favoritism by the market makers and cause investors the feeling that because a market maker is in a stock it must be a good company. I know this is not your intent, but that is what will happen. I plead with you to change your mind on this rule and find a better way to regulate the BB and Pink sheet stock.
