Integration of research and decision making: a way to enhance communication.

Recent major changes in the funding of health research in New Zealand have resulted in a greater emphasis on applied research into public health and health services issues. As a result there is greater interest in communicating the findings of such research so as to optimise their contribution to policy making. The newly formed Health Research Council, through its Public Health Research Committee has introduced a number of ways of enhancing the communication of research findings to those whom it should benefit. This has been achieved largely by encouraging better integration of the processes of health research, decision making and policy formation. Integration has occurred at several levels: (1) Formulation of appropriate research questions by facilitating communication between stake-holders. (2) Assessment of grant applications to include consideration of communication strategy. (3) Funding of grants to include monies to allow appropriate liaison with policy makers. (4) Wider distribution/availability of research findings to those outside academic community. (5) Facilitation of policy debate on the basis of research findings through consensus conferences. Details of each of these will be presented in the paper.
