 -   RHF Plans due: Public Housing Agencies (PHAs) that received Replacement Housing Factor funding (RHF) for the first time in FY 2008 and wish to accumulate up to five years of RHF grant funding in order to fund replacement public housing rental units must submit a first increment RHF Plan to the local HUD office. See the elements to be included in a first increment RHF Plan. A PHA may submit an RHF plan for approval at any time after it decides it wishes to accumulate its RHF grants.
 -   PHAs that are eligible to receive a new tier of second increment RHF in FY 2008 (Please see 2008 Second Increment RHF Eligibility list below) must submit a second increment RHF plan to the local HUD office no later than June 30, 2008. See the elements to be included in a second increment RHF Plan. If a second increment plan is not submitted by the deadline and/or disapproved then the PHA is no longer eligible for second increment RHF for that particular tier.
 -   Field Offices are to review and approve or disapprove these plans within 30 days of the application deadline. Field Offices are to notify the Office of Capital Improvements in Headquarters within 45 days of the application deadline of PHAs with
 -   Approved second increment RHF Plans.
 -   Disapproved Second Increment Plans.
 -   PHAs that did not submit required second increment plans.

The PIH Office of Capital Improvements administers the Capital Fund. The Capital Fund provides funds, annually, to Public Housing Agencies (PHAs) for the development, financing, and modernization of public housing developments and for management improvements. The funds may not be used for luxury improvements, direct social services, cost funded by other HUD programs, and ineligible activities as determined by HUD on a case-by-case basis.  -   Capital Fund Data Certification Schedule – Deadline: February 20, 2009
Pursuant to PIH Notice 2008-46, the deadline for submitting Capital Fund data certifications in the Public Housing Information Center (PIC)/Inventory Management System is Friday, February 20, 2009.
 -   PHAS High Performer list for 2009 Capital Fund Calculation and HOPE VI Replacement Unit Counts
The Department is making preparations for calculating the Capital Fund formula for 2009. As a part of the calculation the Department is using PHAS designations for Federal Fiscal Year 2007 to determine which PHAs will receive the high performer bonus for the 2009 formula calculation. (Note: for PHAs with fiscal years ends of 12/31/06 the 2006 PHAS score is used; for PHAs with fiscal year ends of 3/31/07, 6/30/07 and 9/30/07 the 2007 PHAS score is used). PHAs can validate whether they are on the High Performer list that will be the basis for the formula calculation by reviewing the linked High Performer list for 2009 Capital Fund Calculation spreadsheet. (MS-Excel, 199 KB) The spreadsheet lists only PHAs that are designated as high performers (it lists the Housing Authority Code, the Housing Authority Name and the City/State of the housing authority).

In addition, for PHAs that have HOPE VI Revitalization grants the number of public housing units that a PHA is planning to replace as part of its HOPE VI grant affects the number of removed units that are eligible for Replacement Housing Factor funds. PHAs can validate whether the count is correct by reviewing the linked HOPE VI replacement unit counts spreadsheet. (MS-Excel)

If a PHA believes there is an error in either list, it must submit an e-mail explaining the error to PIHOCI@hud.gov no later than February 20th, 2009.
