Abstract:
LAKES is a subset of the HYDRO themes. The lakes theme consists of
lakes, reservoirs, ponds, and other polygonal data. The HYDRO themes
contain the hydrographic and fish information for Oregon and Washington
BLM. This includes data originally captured in the WODDB HYDRO theme and
data derived from other sources such as the Oregon Base Data Project, for
example the DLGs from the USGS and the CFFs from the USFS. This data is
fundamental to meeting the Oregon Washington BLM information needs
including those for project design, watershed analysis, and the next
decadal planning effort.

Known Problem: There are numerous attributes which occur in this theme
that are not defined. It is possible that these attributes are
holdovers
from one of the source themes, or that they may have resulted
from improperly entered fields in the original attribute
data.

Attribute accuracy is estimated to be 98.5 percent. Attribute accuracy was
tested by one or more of the following
methods:
- manual comparison
of the source with hard copy plots
- symbolized display of the digital
line graph on an interactive computer graphic system
- selected
attributes that could not be visually verified on plots or on screen, were
interactively queried and verified on
screen
In addition, U.S.
Geological Survey Production System (PROSYS) software tested the
attributes against a master set of valid
attributes for the category;
it also checked for selected valid attribute combinations, and for valid
attributes relative
to topology and dimensionality. All attribute data
conform to the attribute codes current as of the date of
digitizing.

(WODDB) The lines were checked against original mylar maps for accuracy.
(DLG) Topological requirements include: lines must begin and end at nodes,
lines must connect to each other at nodes, lines
do not extend through
nodes, left and right areas are defined for each line element and are
consistent throughout the file,
and the lines representing the limits of
the file (neatline) are free of gaps.
The tests of logical consistency
were performed by the USGS PROSYS program. The neatline was generated by
connecting the
four corners of the digital file, as established during
initialization of the digital file. All data outside the enclosed
region
were ignored and all data crossing these geographically straight lines were
clipped at the neatline. Data within a
specified tolerance of the
neatline were snapped to the neatline. Neatline straightening aligned the
digitized edges of the
digital data with the generated neatline, that is,
with the longitude/latitude lines in geographic coordinates. All
internal
areas were tested for closure using PROSYS.
This theme was built with
polygon topology.

This theme covers all fifth field watersheds containing BLM lands, and
all other watersheds of interest to the BLM, in the state of
Oregon.

Horizontal positional accuracy is based upon the use of USGS
source
quadrangles which are compiled to meet National Map Accuracy
Standards (NMAS). NMAS horizontal accuracy requires that at

percent of points tested are within 0.02 inches of the true position.

error of less than or equal to 0.003 inches standard error in the two
component directions
relative to the source quadrangle. Comparison to

Digital Line Graph was digitized from the USGS source quadrangle, by
either the National Mapping Division, one of
their cooperators, or
one of their contractors. The digital data were produced by one of the
following methods:

data were vectorized and then attributed onan interactive

The
determination of the DLG production method was based on various
criteria, including feature density, feature
symbology, and
availability of production systems. Four control points corresponding to
the four corners of the quadrangle
were used for registration during
data collection. An eight parameter projective transformation was
performed on the
coordinates used in the data collection and editing
systems to register the digital data to the internal coordinates
used
in PROSYS, and a four parameter linear transformation was
performed from the PROSYS internal coordinates to
Universal
Transverse Mercator (UTM) grid coordinates. The DLG data
were checked for position by one or more of the
following
processes:
- comparing plots of the digital data to the
graphic source.
- comparing the digital data to the digital raster
scan.
DLG data classification was checked by at least one of the
following processes.
- comparing plots of the digital data to the
graphic source

(DLG) A modified RevPG is run on the DLG files. RevPG is modified
for two purposes: the first is to put all DLG files into double
precision, which is a standard requirement for all data in OR/WA BLM
libraries, and the
second is to add tools that assist in the
insertion process. RevPG first converts the DLG to Arc format. The
attribute
files for the lines, nodes, and polygons are then joined to
the coverage and the coverage is built for line, node, and
polygon
(for all polygon coverages). Next, the major and minor codes are used to
recalculate certain other attributes.
These attributes are TXT, CAT,
REV, CON, PIC, DSC, FST, FCO, MCD. Three more attributes are redefined
from current
attributes (MATT, PGITEM, TWNRNG). Also, all null
attributes or attributes with no data have their major and minor
codes
set to -99999.

(DLG) All quads are edgematched with adjacent quads. During this
edgematch process they are also matched to the quad boundary contained
in the index coverage of the library. This process snaps them so all
themes for a
certain quad will match in extent. The process of
snapping these coverages creates a box around the extent of
the
coverage and snaps that box (using a snap tolerance of 5 for all
coverages except PL, which uses a snap tolerance of 10)
to the index
coverage quad.

(DLG) The DLG coverages are reprojected, if needed, into the
projection of the library they will be placed in, and the data is put
into the library. An effort is made to always use the PUTTILE command to
do this, as this
will prevent loss of data due to the clipping used
by the INSERT command. Very few DLG coverages actually have
been
INSERTed into the library, but only after many attempts have
been made to force the PUTTILE command to be accepted.

libraries and processed in an AML to create the Lakes layer. Among other
things, this AML converted the attributes of each layer to the new
standard and,
where necessary, changed the data type of certain
features. Manual edits were performed, including edgematching
and
merging separate coverages, removing the pseudonodes from the
merge process, and closing gaps in data. After these edits
had been
performed, more processing was done to standardize coverage attributes
and produce the final coverages and linked
info files.

All coverages were checked before insertion for fuzzy tolerance,
projection, and topology. Each watershed coverage was inserted one at a
time, and during this insertion the associated info files were copied to
a
holding area in the library structure. A Q.C. Was performed after
each watershed insertion to find and edit any errors
created during
the insertion process, and a final Q.C. was performed after the layer
was completely inserted into the
libraries.

IM - Impoundment. A water body created by a man-made
structure, such as a dam, built to collect or store
water.
Reservoirs, dugouts, catchments, and impoundments are all
included under this category. This is a standing body (not
flowing)
of water and is treated as polygon data. At this time there is no size
threshold. Some scale dependent input
methods may be problematic
for input of very small features.
IW - Impounded Wetlands.
ES -
Bays, Estuaries, and Ocean. Estuaries are tidally-influenced
ecological systems where rivers meet the sea and fresh
water mixes
with salt water. The break between the estuary and the river will be
represented by a closure line in the
Lakes Layer.
For DLG source
data, USGS specifications state that the inland extent of the estuary
is defined as the place where a
double-line river or stream reaches
a width of 1 nautical mile with no further constriction, if the
conformation of the
land and water do not otherwise make the
division obvious.
UN - Unclassified water body. This code is used
to represent water bodies that have not been classified. It should
be
replaced as soon as possible with the appropriate water body
type code.
The following codes are included for attributing linear
features that were captured as double lines:
ST - Streams. All
natural channels of flowing water other than those which have been
designated on USGS quads as being a
river. This code therefore
includes colloquial names such as gully, wash and creek. These include
those channels that
flow only intermittently or ephemerally in
duration or along only part of a channel valley as defined by
interrupted.
RI - Rivers. All natural channels of flowing water
which have been named as a river on the USGS quadrangle. All
other
natural flowing channels are considered to be streams.
DC
- Ditches and Canals. A constructed open channel for transporting
water from a source of supply to the point of
distribution. The
distinction between ditches/canals and streams is the man-made
construction.
SC - Side channel. These river features are usually
associated with complex stream patterns found with
multiple-channel
stream types. This is not a main channel
delineation. These are additional channels which are located adjacent
to the
main channel delineation and are not considered a
tributary.
