Abstract:
STREAMS is a subset of the HYDRO themes. The STREAMS theme consists of
linear features. The HYDRO themes contain the hydrographic and fish
information for Oregon and Washington BLM. This includes data originally
captured in the WODDB HYDRO theme and data derived from other sources such
as the Oregon Base Data Project, for example the DLGs from the USGS and
the CFFs from the USFS. This data is fundamental to meeting the Oregon
Washington BLM information needs including those for project design,
watershed analysis, and the next decadal planning effort.

Attribute/Land Ownership Disclaimer:::::::: In general, nodes on the
streams layer are placed at stream confluences. In some instances changes
in attributes such as Hyd Flow, Plan Flow, Field Verification Date and
Fish Species result in the placement of nodes between confluences. Nodes
may or may not be placed at ownership boundaries. When there is no node at
an ownership boundary, attributes on BLM ""span into"" private, state, or
other federal lands on that specific arc. This does not imply that a
particular attribute has been ""field checked"" on private land. This may
lead to misinterpretation as some attributes such as Field Verification
Date indicate an ""on the ground"" verification. The BLM does not conduct
stream surveys on non-BLM-administered lands. Placing a node at each
ownership boundary would result in an overwhelming number of nodes and
make the streams layer very cumbersome. The reach breaks based on
ownership will be addressed after the stream routing has occurred and the
data is captured in the ARIMS database.
(WODDB) Attributes checked
against original mylar maps for accuracy. Known Problem:::::::: There
are
numerous attributes which occur in this theme that are not defined.
It is possible that these attributes are holdovers
from one of the
source themes, or that they may have resulted from improperly entered
fields in the original attribute
data.
(DLG) Attribute accuracy is
estimated to be 98.5 percent. Attribute accuracy was tested by one or more
of the following
methods::::::::
- manual comparison of the source
with hard copy plots
- symbolized display of the digital line graph on
an interactive computer graphic system
- selected attributes that could
not be visually verified on plots or on screen, were interactively queried
and
verified on screen
In addition, U.S. Geological Survey
Production System (PROSYS) software tested the attributes against a master
set of valid
attributes for the category; it also checked for selected
valid attribute combinations, and for valid attributes relative
to
topology and dimensionality. All attribute data conform to the attribute
codes current as of the date of digitizing.

(WODDB) The lines were checked against original mylar maps for accuracy.
(DLG) Topological requirements include:::::::: lines must begin and end at
nodes, lines must connect to each other at nodes, lines do not extend
through nodes, left and right areas are defined for each line element and
are consistent throughout the file, and the lines representing the limits of
the file (neatline) are free of gaps. The tests of logical consistency were
performed by the USGS PROSYS program. The neatline was generated by
connecting the four corners of the digital file, as established during
initialization of the digital file. All data outside the enclosed region
were ignored and all data crossing these geographically straight lines were
clipped at the neatline. Data within a specified tolerance of the neatline
were snapped to the neatline. Neatline straightening aligned the digitized
edges of the digital data with the generated neatline, that is, with the
longitude/latitude lines in geographic coordinates. All internal areas were
tested for closure using PROSYS. This theme was built with line topology.

BLM lands, and all other watersheds of interest to the BLM, in the state of

(WODDB) Digital data are estimated to have a horizontal positional
error of less than or equal to 13.3 feet (1/30 of an inch) at
1::::::::12,000 scale. (DLG) For Digital Revision Status = Not
revised:::::::: Horizontal positional accuracy is based upon the use of
USGS source quadrangles which are compiled to meet National Map Accuracy
Standards (NMAS). NMAS horizontal accuracy requires that at least 90
percent of points tested are within 0.02 inches of the true position.
The digital data are estimated to contain a horizontal positional error
of less than or equal to 0.003 inches standard error in the two
component directions relative to the source quadrangle. Comparison to
the graphic source is used as control to assess digital positional
accuracy. Cartographic offsets may be present on the graphic source, due
to scale and legibility constraints.

The determination of the DLG production
method was based on various criteria, including feature density,
feature
symbology, and availability of production systems. Four
control points corresponding to the four corners of the
quadrangle
were used for registration during data collection. An eight parameter
projective transformation was performed
on the coordinates used in
the data collection and editing systems to register the digital data to
the internal
coordinates used in PROSYS, and a four parameter linear
transformation was performed from the PROSYS internal coordinates
to
Universal Transverse Mercator (UTM) grid coordinates. The DLG data were
checked for position by one or more of the
following

(DLG) A modified RevPG is run on the DLG files. RevPG is modified
for two purposes:::::::: the first is to put all DLG files into double
precision, which is a standard requirement for all data in OR/WA BLM
libraries, and the
second is to add tools that assist in the
insertion process. RevPG first converts the DLG to Arc format. The
attribute
files for the lines, nodes, and polygons are then joined to
the coverage and the coverage is built for line, node, and
polygon
(for all polygon coverages). Next, the major and minor codes are used to
recalculate certain other attributes.
These attributes are TXT, CAT,
REV, CON, PIC, DSC, FST, FCO, MCD. Three more attributes are redefined
from current
attributes (MATT, PGITEM, TWNRNG). Also, all null
attributes or attributes with no data have their major and minor
codes
set to -99999.

edgematch process they are also matched to the quad boundary contained
in the index coverage of the library. This process snaps them so all
themes for a
certain quad will match in extent. The process of
snapping these coverages creates a box around the extent of
the
coverage and snaps that box (using a snap tolerance of 5 for all
coverages except PL, which uses a snap tolerance of 10)

(DLG) The DLG coverages are reprojected, if needed, into the
projection of the library they will be placed in, and the data is put
into the library. An effort is made to always use the PUTTILE command to
do this, as this
will prevent loss of data due to the clipping used
by the INSERT command. Very few DLG coverages actually have
been
INSERTed into the library, but only after many attempts have
been made to force the PUTTILE command to be accepted.

Process Description:
The HYD, XHY, and HY layers were extracted from the corporate
libraries and processed in an AML to create the Streams layer. Among
other things, this AML converted the attributes of each layer to the new
standard and,
where necessary, changed the data type of certain
features. Manual edits were performed, including edgematching
and
merging separate coverages, removing the pseudonodes from the
merge process, and closing gaps in data. After these edits
had been
performed, more processing was done to standardize coverage attributes
and produce the final coverages and linked
info files.

All coverages were checked before insertion for fuzzy tolerance,
projection, and topology. Each watershed coverage was inserted one at a
time, and during this insertion the associated info files were copied to
a
holding area in the library structure. A Q.C. Was performed after
each watershed insertion to find and edit any errors
created during
the insertion process, and a final Q.C. was performed after the layer
was completely inserted into the
libraries.

2-character entry. The first character classifies flow in relation
to the expression of flow at the ground surface (space)::::::::
interrupted or continuous. The second classifies flow in terms of the
seasonal behavior of a water body over time in terms of surface flow
(duration). SPACE
C - Continuous. A channel that does not have
interruptions in space. It can be perennial,intermittent,
or
ephemeral.
I - Interrupted. A channel which contains::::::::
1) perennial flow with intervening intermittent or
ephemeral
segments,
or 2) intermittent flow with intervening
ephemeral segments.
G - Groundwater. Reaches that represent
subsurface flow.
DURATION
P - Perennial. Streams which
essentially flow year round. Perennial streams are generally
associated with a
stable water table in the localities through
which they flow.
S - Intermittent or seasonal. One that flows only
at certain times of the year when it receives water from springs or
from some surface source such as melting snow in mountainous areas.
During the dry season, the water table is usually below these
channels.
E - Ephemeral. One that flows only in direct response to
storm precipitation and whose channel is at all times
above the
water table. If the stream is truly ephemeral (it doesn't meet the
NWFP definition of intermittent
as detailed in the attribute
PLANFLOW) then code HYDFLOW with an 'E' but code PLANFLOW with an
'X'.
U - Unclassified. Unclassified surface flow. This code is used
in connection with the ""G"" Space Classification. It is not intended
to be a designation for surface flow duration.
Several
additional codes have been added to HYDFLOW. These are used in lieu of
the codes described
above and are intended for use with ditches,
canals and pipelines. Here, a distinction is made between
open
ditches/canals and closed or underground conveyances (WTRBODYTYPE DC
vs PP).
DL - ""LOSS"" ditches and canals. Ditches or canals that
transport water from a contributing fifth field watershed to a
receiving watershed.
DG - ""GAIN"" ditches and canals. Ditches or
canals that receive water from an adjacent fifth field
watershed.
DI - ""INTERNAL"" ditches and canals. Ditches or canals
that transport water within a fifth field watershed but are not
connected to the adjacent fifth field watershed.

in Oregon and Washington. Each species (or subspecies) is its own field
and is identified by a species code. The species code consists of 4 to 7
letters using the first two letters of the genus, species, and
subspecies (if used) names, e.g. SATR (Salmo trutta) and ONMYIR
(Onchorhynchus mykissiridius). All genus and species names are
consistent with Robins, et al (1991). Species codes are used for the
item names rather than common names due to the length of the common
names (e.g. Columbia Redband Steelhead).

Standard values include the following::::::::
ST - Stream. All
natural channels of flowing water other than those which have been
designated on USGS
quads as being a river. This code includes
colloquial names such as gully, wash, and creek. These
include
those channels that flow only intermittently or ephemerally or those
that are interrupted.
RI - River. All natural channels of flowing
water which have been named as a river on a USGS quadrangle.
All
other natural flowing channels are considered to be
streams.
DC - Ditch or Canal. A constructed open channel for
transporting water from a source of supply to the
point of
distribution. The distinction between ditch/canal and stream is the
man-made construction.
PP - Pipelines and covered water conveyance
structures. Included here whether above or below ground (pipes,
siphons, penstocks). Only features that are connected to a stream or
lake system should be included here.
SC - Side channel. These river
features are usually associated with complex stream patterns found
with
multiple-channel stream types. This is not a main channel
delineation. These are additional channels
which are located
adjacent to the main channel delineation and are not considered a
tributary. These
channels are generally located in the higher-order
streams, particularly where the USGS quads have
recorded persistent
island situations.
ES - Bay, Estuary, or Ocean. This code should be
used to mark the inland extent of tidal influence. (Estuaries
are
tidally-influenced ecological systems where rivers meet the sea and
fresh water mixes with salt
water.)
For DLG source data, USGS
specifications state that the inland extent of the estuary is defined
at the
place
where a double-line river or stream reaches a width
of 1 nautical mile with no further constrictions,
if
the
conformation of the land and water do not otherwise make
the division obvious. Within the DLG data, a
closure line is also
placed to separate the bay, estuary, or ocean from the double line
river.
LA - Lake or Pond. A naturally occurring body of fresh or
saline water which is completely surrounded by land.
This is a
standing body (not flowing) of water and is treated as polygon data.
At this time there is no
size
threshold, therefore lakes and
ponds are considered under the same code.
WT - Wetland. Areas that
are inundated or saturated by surface or ground water at a frequency
and duration
sufficient to support, and which under normal
circumstances do support, a prevalence of vegetation
typically
adapted for life in saturated soil conditions. Wetlands are treated as
polygon data.
IM - Impoundment. A water body created by a man-made
structure, such as a dam, built to collect or store
water.
Reservoirs, dugouts, catchments, and impoundments are all included
under this category. This is a
standing body (not flowing) of water
and is treated as polygon data.
IW - Impounded Wetland.
UN -
Unclassified water body. This code is used to represent water bodies
that have not been classified.
Some WODDB features will initially
have this code. It should be replaced as soon as possible with
the
appropriate water body type code.
