Abstract: | The practice of reforming failing schools through school reconstitution is one of the latest challenges for school system directors of evaluation and accountability. Failing schools are typically identified in terms of student test performance. However, evaluating the impact of reconstitution in terms of test score gains may not be an appropriate methodology for the short run. Instead, evaluators should consider multilevel evaluation models that account for those school input factors that were reconstituted, i.e., teaching staff and class size,. The position is taken that it is vital to delineate, obtain, and report information on teacher and class size variables in an evaluation of school reconstitution reform. This paper attempts to define the nature of the school reconstitution evaluation problem, relate teacher experience/training and class size to school reform, delineate operational definitions for obtaining standardized teacher and class size variables, and show some descriptive and correlation results for these variables.
