It is essential to continue to use highway money as incentive to states to enact legislation to keep drunken drivers off the roads.  The wording of legislation enacted should be considered in its qualification so as to prevent loopholes and damage to existing legislation.  As a person who has been working for the past twenty years to get drunken drivers off the road, the federal incentive is often the only thing that speaks to some legislators.
