HE FURTHER CONTENDS THAT LACK OF COOPERATION IN A POLYGAMOUS FAMILY STRUCTURE IS A CAUSE OF POVERTY AND PARENTAL NEGLECT WHICH IN TURN CONTRIBUTE TO VAGRANCY AND JUVENILE DELINQUENCY AMONG MINORS.
