Washington, D.C. 20580 Dear Secretary: I am writing in support of the Attorneys General comments before the Federal Trade Commission regarding the Made In The U.S.A. policy comment, FTC File No. P894219. The Pennsylvania Office of Attorney General concurs with the comments submitted by the Attorneys General to the FTC on January 16, 1996, regarding the Federal Trade Commission's Made in The U.S.A. standard. Pennsylvania believes, based upon our experience in enforcing our state laws which prohibit the use of unfair and deceptive representations in business practices, that the proper standard for representations that a product is made in the USA should remain the Federal Trade Commission's current standard. In addition, we support the Attorneys General comments that propose that the Federal Trade Commission codify this standard giving consumers, manufacturers and law enforcement agencies clear and certain guidance as to when the Made In the U.S.A. representation may be used. This will be a significant deterrent regarding any deceptive and fraudulent business practice that may hurt consumers.
