Subject:    Proposed  "Infant D   II Guidelines

In connection with our Infant Doe initiative, I have completed
a first draft of possible guidelines for the Department to
issue concerning responsibilities of hospitals and state child
protective agencies in providing treatment  to handicapped infants.

Before proceeding with any other Departmental coordination or
clearance,  I would like to have your thoughts on this approach.
I would particularly like your views on the description contained
in the draft of the circumstances when nontreatment decisions
are justified (Section III-A-3 of the guidelines).
