EPA Removal Action to Begin, Carman Chemical Site, Paris, Missouri
INTRODUCTION
The U.S. Environmental Protection Agency (EPA), Region 7, will begin a cleanup action at the Carman Chemical site in Paris, Mo. on Monday, May 5, 2008. EPA will remove agricultural chemicals stored in totes, drums and bags at the site for proper disposal offsite. This cleanup action is expected to be completed by the end of May.
SITE BACKGROUND
The site consists of the Carman Chemical, Inc. (CCI) property located at 25358 Business Highway 24 where agricultural chemical resale operations take place. The business property includes three buildings where chemicals are stored. The site also includes a residential property owned by the principals of CCI located in Paris. An outbuilding and five trailers are located at the residential property. Containers of pesticides are stored in the outbuilding and trailers.
In April 2004, EPA, the Missouri Department of Agriculture (MDA) and the Missouri Department of Natural Resources inspected CCI’s business location to ascertain CCI's compliance with various federal and state environmental laws and regulations. During the inspection, EPA and MDA placed over 140 products offered for sale by CCI under "stop sale, use, or removal orders" (SSUROs). The SSUROs were placed on these chemicals because they were misbranded, cancelled and/or unregistered.
On May 7, 2004, EPA issued a Unilateral Administrative Order (Order) to CCI and its principals which required them to develop and implement a Response Action Work Plan to address hazardous substances at the site. Although CCI has performed some of the work required by the Order, many hazardous substances remain onsite, and CCI has indicated that it lacks the ability to address these materials. EPA will use the Superfund to remove and properly dispose of the hazardous substances that remain at the site.
THE CONTAMINATION
During the inspections, EPA found various pesticides used in agricultural products. The pesticides found onsite contained various hazardous substances which could pose a threat if improperly released into the environment. At the time of the inspections, some of the containers were deteriorating and stored outside. These containers were subsequently moved into a secured area at the site.
CLEANUP REMOVAL ACTION
The objective of EPA's response action is to remove the immediate threat posed by hazardous substances in totes, drums, jugs, bags and other containers at the site. At both the business and residential locations, the hazardous substances removed will be limited to those currently under a state or federal SSURO that cannot be sold or used. EPA anticipates that all cleanup work will be completed by the end of May.
