The Great Lakes/Baltic Sea Partnership Program aims to provide a cooperative environment in which to share scientific research, information and experiences towards reducing risk to environmental and human health in the Great Lakes and Baltic Sea Regions.

The two principal areas of cooperation identified are:

Multilateral watershed management and an  Expert fellowship and exchange program.
