On September 12, 2006, the Government of Canada and the Government of the United States of America signed the Softwood Lumber Agreement (SLA), which entered into force, as amended, on October 12, 2006. The Agreement ended years of contentious litigation, removed a longstanding irritant in the bilateral relationship, and gives structure and certainty for Canadian lumber exports to the United States for years to come. Demand for lumber has declined markedly since the SLA was signed, causing losses to both U.S. and Canadian industry. Under the Agreement, a “surge adjustment mechanism” affecting Canadian lumber exports kicks in when U.S. lumber consumption declines rapidly. [read more>>]
